Job Description

The Monitoring and Evaluation Officer is responsible for the overall monitoring and evaluation of programs and projects in assigned area. The Officer must ensure that all program designs and outputs align with Samaritan’s Purse’s strategy, donor standards, and local laws. Other essential duties include: leading surveys, developing workbooks, writing proposals, writing Reports, and validating and entering data on Platform.

  • Coordinate monitoring and evaluation of all projects in assigned area in close communication with the WASH Program Manage and M&E manager
  • Prepare the Habru woreda/District profile of intervention areas
  • Lead surveys, assessments, and proposals for internal funding, and external grants
  • Collect and develop baseline data for each project site to justify intervention
  • Visit project sites to monitor progress and have discussions with community leaders
  • Develop reports to capture both quantitative and qualitative outputs of the project
  • Develop post intervention summary reports for each site and compare with baseline data
  • Document best practices and collect stories about the project’s impact on the lives of the communities
  • Train SP staff on log frames, workbook, SP standard indicators for Habru Woreda/North Wollo WASH Programs
  • Establish standard Samaritan’s Purse reporting systems for the Habru Woreda/North Wollo WASH project
  • Lead report entry on Platform and validation process
  • Validate report with means of verifications
  • Make sure that trainings, events and anything programming have records (proof of the activity being done)
  • Develop criteria for beneficiary counting
  • Develop TOR for contractors conducting Baseline and end-line surveys
  • Lead baselines and end-lines and write baseline/end-line reports
  • Handle additional assignments from SP (Area Coordinator/ M&E manager)
  • Conduct periodic monitoring and evaluation of project activities with collaboration of project team.

SUPERVISORY RESPONSIBILITIES

  • Manages and oversees all program reporting, monitoring and evaluation  

QUALIFICATIONS

  • Possesses strong log frames and TOC (theory of Change) skills and experiences.
  • Possesses strong cross cultural communication skills, as well as written and verbal.
  • Experienced in managing surveys, methodologies (KII, FGD, surveys, etc.)
  • Must be a humble team player
  • Ability to be flexible and adaptable.
  • Understanding of local culture is essential.
  •  Willingness to travel in and out of the field.
  • Willingness to stay in the field for extended periods.
  • Knowledge of computer systems and its applications such as Word, Excel, Outlook, and software's such as SPSS, and GIS.
  • Ability to drive a standard transmission vehicle in rough road and extremely muddy conditions.
  • Local language skills a plus

Job Requirements

EDUCATION AND EXPERIENCE

  • Bachelor’s degree; or 3 to 4 years of related experience and/or training; or equivalent combination of education and experience. 
  • Field level management experience. 

LANGUAGE SKILLS

  • Excellent communication and reporting skills in English and Amharic 
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram, form, and deal with several abstract and concrete variables.
