The Finance & Administration Manager is responsible for the overall management and provision of key support services within the area of finance and administration. She/he ensures that WAF’s administration strategies, policies, procedures and guidelines are implemented and regularly updated. She/he provides advice and information to the Country Director on financial, administrative and logistics issue, labour laws and other rules and regulations.
Job Responsibility #1: Financial Management:
- Plans, organizes, directs, co-ordinates and controls the day-to-day functions of the Department;
- Ensures that financial systems and documents are in compliance with laws, policies, standards and regulations and with generally accepted accounting principles and practices;
- Designs and uses sound internal control system to safe guard assets, records and documents of the Organization;
- Ensures that transactions are coded, analyzed and recorded in appropriate books of accounts;
- Ensures that all staff members are informed of financial policies and systems in place;
- Participates in all grant agreement negotiation and all budgets of new grant proposals;
- In collaboration with the Area Program Office and Project Coordination Offices prepares annual and quarterly budgets;
- Reviews the annual budget of the Organization, exercises budgetary control, and analyzes variance in the budget;
- Ensures proper and timely supply of finance, human and material resource and other utilities to all work units of WAF, and monitors proper utilization of same;
- Follows up the preparation of vouchers for all payments, authorizes payments as per limit of authority;
- Ensures that accounts are closed, financial reports are prepared and audited on time;
- Ensures compliance to donors requirement pertaining to budget utilization, cash handling, reporting, and documentation;
- Works towards innovative ideas in collaboration with other departments.
Job Responsibility #2: Personnel Administration:
- Installs and implements appropriate systems for proper management of the human resources of WAF;
- Facilitates performance and evaluations of the Organization and filling out performance appraisal of subordinates;
- Ensures that recruitment, selection and promotion of employees are executed in accordance with regulations enforce;
- Co-ordinates capacity and training need assessment of WAF staff members and ensures that such needs are incorporated in the overall human resource development plan of WAF;
- Handles employee grievances, disciplinary issues and other administrative problems according to WAF’s policies and procedures;
- Sees to it that Ethiopian Labour law, Charities and Societies Proclamation and other rules and regulations are complied with;
- Ensures that personal files of staff members of WAF are properly kept.
Job Responsibility #3: Materials Management:
- Ensures the proper handlings and management of logistics, vehicle operation, supplies and procurement, warehouse, security of property and office management;
- Ensures efficient utilization of resources including fixed assets and the day to day financial transaction of the organization;
- Prepares and up dates procurement schedules for materials and services requested by the various units of the Organization;
- Ensures that tendering procedures governing the purchase of professional services and procurement of supplies and property are adhered to;
- Ensures that all supplies purchased/donated are received by Goods Receiving Note, are properly handled, and issued by Store Issue Voucher upon requests;
- Ensures that comprehensive annual inventory is carried out and appropriate action is taken as per the result of the inventory taken;
- Ensures vehicle utilization as per WAF policies and procedures and pursues timely vehicle repair and maintenance.
Job Responsibility #4: Staff Management:
- Supervises, leads, guides and supports staff responsible to her/him;
- Ensures annual performance appraisal is conducted for all staff of the Organization.
Job Responsibility #5: Networking, Learning and Reporting
- Establishes and maintains formal and informal communication mechanisms with government, donors and other stakeholders;
- Produces quarterly, bi-annual and annual performance reports and submits to the DCD and donors;
- Actively Participates in the resource mobilization activities.
Job Requirements
EDUCATION/TRAINING
- Master's or Bachelor's Degree Accounting, Management, or related fields
EXPERIENCE:
- 8/10 years of experience out of which 4 years in a senior position.
TECHNICAL AND OTHER SKILLS
- Integrated knowledge and understanding of human resources concepts, practices, systems, and procedures;
- Good Communication and Interpersonal Skill;
- Good planning and organizational skill;
- Demonstrated leadership ability to inspire and empower others;
- Firm belief in teamwork;
- Ability to make logical and timely decision;
- Basic Computer skill.
