TEAM PURPOSE:

Oxfam has been intervening since 2014 and its main areas of intervention are the WASH program with the integration of gender, protection and safeguarding. In response to the call for expression of interest by UNHCR/RRS Oxfam has been selected to implement and lead the WASH activities in the entire Gambella 7 refugee camps Including Pagak reception centre, therefore  the profession pursues and ensures the delivery of basic WASH services which meets an international standard In the entire Gambella Camps.

JOB PURPOSE:

The Senior Roving Electro-Mechanical Officer will work under the direct supervision of the Public Health Engineering (PHE) Team Leader who will be responsible for travel to different camp locations mainly to PugnidoI, Pugnido II, Jewi and Dimma (Okugo camps). He/she will be responsible for preparing planning, implementation and monitoring the overall operation of water supply related works, will take in the lead the operation care and troubleshoot electromechanical equipment parts water supply system.

 He/she will assist the camp-based water technician with major electro-mechanical care /maintenance/ and develop, establish and strengthen community-based water supply management models through empowering beneficiary communities to own, manage and sustain their water supply facilities and systems.

KEY RESPONSIBILITIES

  • Identification, development and review of electro-mechanical requirements, spare parts, fittings, and supplies/inputs needed for ensuring the smooth operation of the water supply systems on each field location.
  • Ensure the availability of spares, tools and fittings needed, including reasonable contingency, for running of electro-mechanical equipment and ensure smooth day to day water supply system.
  • Prepare a list of items needed, initiate RO for the required fast-moving EM spare parts and ensure and follow their proper replacement.
  • Raise Personnel Requests for the vacant posts under his supervision.
  • Prepare and putlog sheets, service schedules, pumping and water distribution schedules and in place water discharge tracking systems at each camp and monitor the implementation. 
  • Collect and compile Fuel log and Water Meter log sheets from each site, produce activity progress reports and forward them to the PHE Team leader on a monthly basis and schedule.
  • Ensure daily availability of potable water meeting 20 Litre/Person Per day of UNHCR minimum standards in each of the tap stands found at each location site.
  • Monitor and ensure well-functioning of the service reservoirs, distribution lines, water meters and overall pipe networks starting from the source up to final points.
  • Regularly assess the functionality and maintenance requirements of electromechanical parts including the solar pump, the low-pressure flow rate at distribution points including tap stands, water meters and other water supply systems.
  • Assist the Water Technicians based in camp locations on development of TOR and train community-based water management committees, equipped with the necessary hand plumbing tools for maintenance, care & operation of the minor pipe system.
  • Design an effective community lead participation system, monitoring system and feedback mechanisms that enable beneficiaries to own and sustain the water supply system.
  • Identify the gaps, provide on the job training, portion pre-post training development and conduct on the job training for Watson operators /water system operators/guards, water system caretakers and volunteers. assess for necessary further training until the community is able to manage the water management,
  • Daily supervise and monitor the performance, progress and daily assignments of the Community water management committee, water system guards/ Operators and water system caretakers.
  • Assist water technicians and provide on the job training at different locations to set their Goal Oxfam working experience (Let’s Talk) and evaluate the annual performance under his direct supervision
  • Ensure the availability of proper water quality monitoring tools Follow and monitor each location, ensure daily water supplied to the community which meets international standards.

Experience, Knowledge & Competencies

EDUCATION:

  • BSc Degree or Diploma in Electro-Mechanical, Mechanical Engineering, and related fields from recognized university/college.
  • Minimum of 5+ years of relevant demonstrated experience for BSc Holders and 6+ years for Diploma holders in electro-mechanical care and maintenance of generator/ solar-driven pumps, water system accessories & pump parts, mechanical engineering
  • Knowledge and experience in the operation of motorized water supply schemes.
  • Have demonstrated experience on the generators and submersible pumps problem detection and servicing.
  • Have good knowledge to schedule, perform preventive and corrective maintenance and service for equipment’s
  • Have good communication and coordination capacity within the staff.
  • Analytical, problem-solving, and critical-thinking skills
  • Good Teamwork and interpersonal communication skills
  • Basic supervisory/managerial skills.
  • Technical report writing skills.
  • Figurative data spreadsheet analytical skills.
  • Computer literate.
  • Fluent in spoken and written English.
