Context of the mission

 Médecins du Monde (MDM) is an International Non-Governmental Organization (INGO) involved in humanitarian interventions, operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response. Medecins du monde is present since over 30 years in Ethiopia and is currently working on project related to gender base violence, maternity, SRH and support to Regional Health Buros in Oromia Region, and Afar Region.

MEDECINS DU MONDE (MDM) invites you, the qualified candidates, to apply for the following position 

Essential Duties and responsibilities

As Finance Manager Coordination, you will be in charge with the Finance Coordinator of an approx. 2.5 million € yearly budget involving 2 to 3 institutional donors funding the Ethiopian mission, managed from Addis to support 3 bases.

Your main responsibilities are:

  • Accountancy – coordinating recording of all bank and cash movements across the mission within our accounting system (Saga), review and corrections of the entries, matching of the entries account 4 and 5, supervision of financial documents a
  • rechiving and follow up of monthly and yearly financial closure.
  • Team Management – Technical support to the finance officers, training, tasks split within your team
  • Audit - Responsible for audit preparation and interaction with external auditors
  • Compliance – insure proper follow up of MDM procurement, accounting and cash management rules

Detailed Activities

Accountancy – This is the main responsibility of the finance manager and an important part of his/her performance evaluation

  • Responsible for timely and reliability of the entries. Every single movement in the bank accounts or from the cash/safes in Addis and in the base need to be documented with supporting documentation as per MDM procedures and must be recorded in Saga.
  • The Finance Manager is responsible for receiving the entries from the finance officers across the country, consolidating them into Saga, and checking them to insure absence of entries/allocation/accounting code mistakes. For that he/she supervises and support closely the finance officers in the bases and in Addis.
  • The finance manager is checking and preparing the cash reconciliations and bank reconciliation on a monthly basis for each bank account and safes. He/she present them to the Admin Coordinator for final review and signature. He/she check prior to presentation to Admin Coordinator that the amount in the cash reconciliation match saga balance at the end of the month.
  • The Finance Manager report to the Admin Coordinator the mission parameters updates need in Saga when relevant
  • The Finance Manager has the responsibility to closely follow up the matching of the account 4 and 5 : He or She make sure all open advance are closed and matched them (lettering) or alert the Admin Co in case advance are not closed and matched in due time. Likewise, the Finance Manager make sure of the proper matching of the internal transfer (account 585001).
  • The Finance Manager is responsible for the proper archiving of the financial documentation: Financial documentation is filled in logical order, there is one folder per month and Balzac Book clearly labelled including the cash or bank reconciliation, the signed list of expenses, one voucher stapled with supporting documentation for each entries register in the list of expenses and that these folder are scanned and uploaded online with clear label and organization.

 Compliance 

  • Participate internal audits and reviews as required to ensure compliance with MdM France procedures and donor's requirements
  • Preparation of audit of the financial year, communication with the auditor, preparation of the needed documentation for Admin Co review, review of the drafted audit report and alert Admin Co about main findings
  • Contribute to the creation, implementation and communication of policies and procedures for the Ethiopian mission

 Team Management

  • Create a sustainable work environment of mutual respect that attracts motivated, skilled and effective team members and enables them individually and collectively to strive to achieve excellence.
  • Train the Finance Officers in Addis and in the bases and ensure adequate support is provided to project teams by spending at least 2 days per months in field offices
  •  Liaise and work in close coordination with Finance Coordinator, when required

This job description can be modified at any time according to changes in MDM activities or in the context with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to that present list. 

Reports to: The Finance Manager reports hierarchically to the Admin Coordinator. He/she will be in close link with Accountancy support focal point in HQ and has the duty to answer to HQ Accountancy focal point information/corrections requests.    

Duty station:  At Addis Ababa office

Employment Term: 1 year with possibility of extension, start immediately

Job Requirements

Educational Qualification

  • A relevant Bachelor degree or higher in Accountancy or Finance

 Work Experience

  • At least A minimum of 3 years’ experience in similar position with INGO or of 5 years as Finance / Accounting officer within NGO

 Skills and qualities required

  • Essential – Experience in Management
  • Essential – Excellent excel and redaction skills
  • Essential – Fluency in written and spoken English and Amharic
  • Knowledge and experience with Saga (accounting software) is a plus
  • Ability to priorities own workload, to work independently where necessary and commitment to meet deadlines 
  • High level of numeracy, accuracy and analytical skills 
  • Ability to priorities, discuss with line management to fix priorities, respect deadline and inform line management about blocking points and issues
  • Excellent written and verbal communication skills: proven ability to present information and concept in a synthetic and solution-oriented way
