Amref Health Africa, headquartered in Kenya, is the largest Africa based international non-governmental organization (NGO) currently running programs in over 35 countries in Africa with lessons learnt over 60 years of engagement with governments, communities and partners to increase sustainable health access in Africa. Amref Health Africa also incorporates program development, fundraising, partnership, advocacy, monitoring and evaluation, and has offices in Europe and North America as well as subsidiaries; Amref Flying Doctors, Amref Enterprises and the Amref International University. Amref Health Africa has been active in Ethiopia since the 1960s and became fully operational as an international NGO in 2002.

We are currently seeking a consultant firm Conducting Performance Evaluation FINISH Mondial Ethiopia (Oromia Region)

SCOPE OF THE WORK

This Terms of Reference has been developed to evaluate the below expected results of FINISH Mondial Ethiopia in 2021 with a view to make detailed performance evaluation of both partners (AMREF and BBBC) by an independent consultant (or team of consultants) to provide input for future decision making on partnership modalities.

The objective of the assignment is to conduct a performance evaluation of implementing partners, BBBC and Amref in the FINISH Mondial project implementation area of Oromia region, Ethiopia.

The assignment involves primary and secondary data collection through interviews, focus group discussions and a survey data analysis. The final methodology, tools, and targets groups to be involved in the evaluation will be agreed upon. 

The consultant will be evaluating two key areas of work bearing in mind the two separate approaches to implementation (before Oct 2021 and after Oct 2021):

  1. The application of the Diamond approach and the related result indicators
  2. Partnership collaboration: to identify the implementation dynamics and results before and after October 2021. The consultant will outline a proposed way forward in terms of partnership implementation going forward With recommendations for each of the partners/roles relevant in this partnership. In its recommendation the consultant will take the wider country context and partnerships also into account.
