OBJECTIVES OF THE PROGRAMME

Country Management Support Units (CSU) have been established in the organizational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules, and regulations on all administrative and financial matters and transactions in the context of an enterprise resource planning (ERP) system.

The ICT Officer will oversee the implementation of overall ICT services of the office. The ICT Officer will liaise with counterparts within the organization to ensure effective and efficient ICT operations. In addition, the Officer will interface with ICT services providers to ensure efficient and smooth ICT services and maintenance are maintained within the office.

DESCRIPTION OF DUTIES

  • Advises the Head of WHO Country Office (WR) for informed decision making on ICT Related issues; Act as ICT/AFRO focal point at WHO Country Office level;
  • Ensure implementation of WHO ICT strategies and introduction/ implementation of new technologies focusing on achievement of the following results:
  • Ensure compliance with corporate information management, information security policies, technology standards, guidelines, and procedures for the country office technology environment.
  • Participate in the development and implementation of ICT annual plan and Standard Operating Procedures for ICT services.
  • Participate in the technical evaluation of Programme proposals (ICT Component) and ICT-related meetings.
  • In collaboration with the ICT/AFRO, ensure effective functioning of the country office ICT infrastructure, focusing on the achievement of the following results:
  • Ensure effective functioning, installation, operation, and maintenance of all WHO hardware equipment, including the acquisition of hardware supplies and vendor management.
  • Perform specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and other routine repairs that are not covered by any warranty.
  • Install commercial and WHO-developed software and related upgrades, in line with global policies.
  • Coordinate the installation and maintenance of all ICT hardware and software, according to AFRO ICT standards.
  • Ensure uninterrupted and effective ICT services to the office; Administer software and updates.
  • Install and support LAN/WAN and data communications systems as per AFRO ICT Standard (Windows Operating System 7/8/10/Server 2008/2012, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, VSAT, VoIP, SNMP. DNS, DHCP, etc.
  • Set up and maintain the security of the ICT infrastructure (hacker and virus protection, protection against power failure, fire protection, etc.; Ensure regular server backup of data files; Set up and maintain disaster recovery procedures
  • Manage inventory of ICT equipment and software; Maintain, troubleshoot, and repair ICT equipment; Prepare and share a quarterly report on informatics equipment inventory; Prepare and share a monthly activity report.
  • Provide in-house training/assistance to staff on usage of informatics equipment (computers accessories) and software
  • Assist in the design and implementation of database applications and other computer applications.
  • Support the development and implementation of the Business Continuity Plan for the country office
  • Coordinate the activities of external consultants; Liaise with other UN agencies and external partners on ICT matters.
  • Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • First university degree in Electronics or Communications Engineering or Computer Science or related field.

Desirable:

  • An advanced university degree in telecommunications and information technology Management, or a related field.

Experience

Essential:

  • A minimum of five years’ experience, working in the administration of information and communications technology
  • Good knowledge of WHO ERP (GSM-Oracle) System or similar ERP Systems; Experience with staff training in the use of information systems.

Desirable:

  • Experience in the integrating Voice and Data Communications field: LAN design, maintenance, and troubleshooting router configuration, IP address schemes, internet/tunneling. Working experience with UN System Agencies or International Organizations.

Functional Knowledge and Skills

  • Very good knowledge of LAN and TCP/IP networking, Windows 7/8/10, Windows 2008/2012 Server, Microsoft Active Directory.
  • Good knowledge of computer security including firewall and Virus protection.
  • Good knowledge of Data backup and Disaster Recovery procedures.
  • Good knowledge of Database programming.
  • Good knowledge of the Administration of telecommunication systems including PBX.
  • Ability to analyze and troubleshoot problems.
  • Ability to write technical documents.

Use of Language Skills

Essential:

  • Excellent knowledge of English.

Desirable:

  • Working knowledge of Amharic
  • Working knowledge of French or another WHO official language would be an asset.

  • Sound knowledge of ERP systems and processes.
  • Strong computer skills in office applications including Excel, PowerPoint, and word.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 28,573.00 (subject to mandatory deductions for pension contributions and health insurance as applicable) and 30 days of annual leave.
