“DHA Electronic M & E System Development”

Background

The Digital Health Activity (DHA) is a five-year USAID funded flagship project that supports the health sector to build a sustainable health information system (HIS) that ensures the entire health sector has the data and skills to improve the health and well-being of all Ethiopians through increased quality and standardized health care services. DHA also works on digital health tools which empower the community and create demand for quality health services. In light of the current USAID policy guidance, the DHA has made changes to the approach, coordinator and implementation of its activities. The overall goal of the Digital Health Activity will be anchored on improving the availability of quality health services by developing data driven and patient centered digital tools.

DHA Strategic Information (SI) is one of the internal work streams supporting DHA to achieve the activity objectives through work plan development, tracking progress of activities, evaluating project objectives and promoting data use within and beyond the activity.

The SI work stream uses indicators for monitoring of the DHA activities. To that end, DHA is looking for an experiences individual to develop a system for electronic data capturing, transmission, analysis and visualization. DHA will provide details of the requirements that system is expected to meet as detailed below.

Purpose

We are looking for an Electronic M&E System Development Consultant who is expected to develop a system that improve the quality of the reporting data and help DHA work streams and the donor to track and monitor progress of activities electronically. The M&E system needs to have user friendly data entry and visualization capability on mobile and computers. The visualization will display appropriate charts, tables and figures with the capability for the end user to choose between visualizations.

Scope of Activities:

The consultants will conduct the following activities:

• Identify software that meets the user requirements
• Develop the M&E system as per the requirement
• Pilot the system and take feedback
• Include feedback and deliver final product
• Provide code and user manual for the system

 Specific System Requirements:

The successful applicant is expected to design and develop an open source, interoperable, safe, secure and sustainable electronic system that meets the following requirements. Accordingly, the M&E system:

1. Has to capture and transmit data electronically
2. Should be able to store data on a dedicated server
3. Has to have visually appealing and end user controlled analytics dashboard 
4. Should have a dashboard that allow user interaction on specific dashboards through ''like”, “comment” and “share'' features
5. Should capture chat history of each dashboard to track data use history
6. Should produce user analytics/statistics
7. Should have some alert system to remind action taking on specific performance levels (blinking dashboard that stops when action is taken and documented)
8. We need a dedicated icon for the application that can be installed on mobiles and computers
9. The system should be interoperable applications used by DHA such as JOPs, DHIS2 and eCHIS systems, as much as possible
10. System should have offline data collection capability 

Deliverable

• An M&E system that is ready for deployment
• Visually appealing and interactive dashboard
• User manual and code
• Training to end users

Job Requirements

Experience and Qualification

• MSc or above in computer Science, Data analytics, Software engineering and related disciplines
• Prior experience designing and developing electronic M&E system
• Prior experience developing interactive and user controlled dashboards
• Excellent understanding of data and data structures
• Experience in the health management information system

Duration

The assignment period is expected to be delivered within 30 working days after signing the contract.
