Position Title: MEL Specialist

Reports to: Program Manager, HIV

Based in: Addis Ababa

Duration of contract: Indefinite based on performance and availability of funds.

Remuneration: As per the organization pay scale plus other PSI/Ethiopia staff benefits

We are looking for a MEL Specialist with strong analytical and communication skills to drive evidence-based decision making and continuous performance improvement within regional field implementation program by (i) leading the collection, analysis, and use of accurate and timely quantitative and qualitative programmatic data; (ii) working closely with implementing partners and building their capacity on M&E; (iii) implementing data quality assurance; and (iv) cascading the implementation of all PSI/E M&E systems and procedures including manuals and procedures.

  • Data and insight quality (e.g., compliance with data quality audits, DQA score)
  • Adoption and utilization of MEL (e.g., health facilities’ performance on data use)
  • MEL support and capacity building (e.g., Number of support and supervision visits)

Your contribution

  • Carryout regular programmatic data collection, data cleaning, data compilation, and data submission to MULU KP regional team.
  • Ensure timely submission of data by local implementing partners M&E staffs in accordance with standard tools & guidelines.
  • Provide guidance to partners about data cleansing and enrichment activities.
  • Prepare data summary and visualizations to present the data in a user-friendly format.
  • Ensure the correctness of dashboards on DHIS2 and update visualizations as needed
  • Ensure RoTA report submission by local implementing partners prepare PSI biweekly report and attend meeting.
  • With local implementing partners ensure DHIS2 report submission to respective subcity health office by DICs.
  • Ensure the real time data entry to CommCare and support the case management.
  • Facilitate trainings and oversee and support the implementation of M&E tools through Local Implementing partners (LIPs)
  • Build the capacity of all relevant team members to develop and maintain a robust M&E system.
  • Use site level data to action (D2A) framework and work closely with program staffs in improving data use culture.
  • Ensure the regular data quality assurance is regularly conducted both by PSI/E and local implementing partners, and all identified gaps/discrepancies corrected timely at all levels and results entered to DHIS2 system.
  • Ensure all expected documentations are according to the quality standards
  • Lead all programmatic data archiving and filing for PSI/E at the regional level.
  • Lead the program performance biweekly, monthly, quarter, and annual review meetings, liaise with government office for annual program evaluation.

Job Requirements

What are we looking for?

The basics

  • Master’s degree in Public Health Statistics, Public Health, Population Studies, Economics or related fields with four (4) years of demonstrated experience in MEL

OR

  • Bachelor’s degree in Public Health Statistics, Public Health, Population Studies, Economics or related fields with six (6) years of demonstrated experience in MEL

 What would get us excited?

  • Experience in technical project implementation, conducting trainings on M&E
  • Proficient in MS office applications and program management tools
  • Proficient in English and Amharic languages, both written and verbal communication
