Médecins Sans Frontières (MSF) is an independent international medical humanitarian organisation that delivers emergency aid in more than 70 countries to people affected by armed conflict, epidemics, natural or man-made disasters or exclusion from healthcare.

MSF-Belgium has the following vacant position:

 Title: MEET PROJECT PHARMACY MANAGER

Place of Work: This position will be split (50/50) between Addis (Coordination) and the field (MEET projects.)

Purpose: To support both the central pharmacy in Addis and emergency projects (MEET team) for assessments, setup of pharmacy in new project, training, support and supervision; even if the contract is based in Addis.

Main Purpose

 This position is responsible for the overall follow up of the mission pharmacies management according to MSF standard and national regulations, in close collaboration with the mission pharmacy manager. It is aimed to support both the central pharmacy team in Addis and the emergency projects (MEET team) on a basis of 50% time-sharing for each of these two main activities. These percentages are only indicative, as the time spent in Addis or in the field might vary a lot based on the mission operations and priorities.

 Accountabilities

 Addis central pharmacy (50%)

  • Support and collaborate with the Mission pharmacy manager in supervising all pharmacy activities in the mission, which includes specifically:
  • Ensuring efficient stocks refill / supplies in EPREP stocks/kits;
  • Ensuring that expired or damaged medical items are disposed according to MSF safety standards, waste management protocols and National legislation; liaison with other MSF sections for stock exchange, loan and donation of nearly expired drugs; close follow-up of expiration dates of pharmaceutical products in order to propose external donation of nearly expired items, following donation guidelines, to the medical teams.
  • Supporting applications for pre-import permits (PIP & SIP) and all necessary documentations for importation;
  • Participating in the organization and trainings/briefing implementation of pharmacy staff;
  • Being able to conduct all Mission pharmacy manager’s responsibilities during his/her absence.
  • Support the Pharmacy supervisor, which includes:
  • Providing technical support and coaching regarding stock management and Is stock maintenance;
  • Collaborating in supervising the staff in the warehouse for major activities (inventories, large receptions or order preparations)
  • Being able to replace the Pharmacy supervisor during his/her absence.

 Emergency project (MEET) pharmacy (50%)

  • Ensure proper pharmacy management in the MEET project(s), which includes:
  • Implementing stock management tools in emergency projects, on site or remotely;
  • Participating in the definition of stocks needed for emergency scenarios and in the ordering process;
  • Undertaking supportive supervision visits to pharmacy activities in emergency sites;
  • Working as pharmacist in-charge in the emergency project(s) until the position is covered or handed-over;
  • Liaising with external actors (ex RHB, UNICEF, WHO) regarding orders from projects for vaccines, medicines and therapeutic foods, kits, etc….
  • Maintain a proper documentation related to all pharmacy activities conducted by the MEET (donations, consumption record).

Job Requirements

 Education

Mandatory Bachelor’s Degree in pharmacy.

Valid professional medical license

Experience

Minimum 3 years’ of working experience.

Desirable: Previous pharmacy supply chain management experience. Work experience with an international NGO is a plus.

 Languages             

  • Good command of English and Amharic, both written and spoken.

Knowledge

  • Mandatory: Excellent computer skills, especially MS excel.
