OBJECTIVES OF THE PROGRAMME

Provision of technical support to Regional Health Bureaus towards improving equitable access to quality health services and building of health system resilience.

  • To coordinate the planning, implementation, monitoring and evaluation of the regional priorities in line with the MOH’s Health Sector Transformation Plan II, WHO Country Cooperation Strategy and Biennial Plan;
  • To facilitate and support partnership and resource mobilization for the health development agenda at regional level;
  • To improve the visibility of the organization through advocacy and communication;
  • Manage and administer WHO human, financial and material resources at the field level.

DESCRIPTION OF DUTIES

Under the overall supervision of the WHO Representative (WR) and direct supervision of Field Hubs Lead at central level, the Regional Coordinator performs the following duties and responsibilities:

Technical Support and Coordination

  • Coordinate and supervise the work of WHO regional support team (technical and administration staff) with a specific focus on strengthening health systems in the assigned region
  • Facilitate information sharing and cross-cutting programme support using the Primary Health Care (PHC) approach, including support for health emergencies, Integrated Supportive Supervision (ISS) and planning
  • Liaise with the RHBs in identification of emerging support needs and discuss with respective clusters on appropriate responses
  • Participate in and contribute to the development of the WCO/Ethiopia biennial plan
  • Facilitate and coordinate the preparation and implementation of the WCO integrated regional annual action plan
  • Facilitate WHO’s contribution to regional United Nations Sustainable Development Cooperation Framework (UNSDCF) planning and monitoring activities as well as joint programs like the Developing Regional States (DRS).

Partnership and Resource Mobilization

  • Strengthen/facilitate the establishment of health partnership including UN agencies and others (international/local partners, universities, private and civil societies organizations) at regional level and ensure regular participation

Monitoring and Reporting

  • Facilitate and participate in regional planning, monitoring and evaluation fora
  • Provide technical and administrative reports on monthly basis to the Country Office
  • Participate in annual planning and review meetings of technical clusters in the WCO

Advocacy and Communication

  • Provide input to the WCO Communication Strategy implementation including contribution to the monthly newsletter bulletin on key activities in the regions
  • Support Health System Strengthening efforts of the WHO at the Regional Level.

Other Duties

  • Act as a regional security focal point for WCO/Ethiopia
  • Perform any other duties as requested by supervisors

Deliverables

  • Integrated WHO biennium plan 
  • Integrated region-specific annual action plan
  • Monthly progress report and regular updates on emergency situations
  • Minutes of co-ordination meetings of WHO Regional Support Team
  • Inputs for WCO monthly newsletter and advocacy materials 

Performance Management and Reporting Lines

The global performance management tool (PMDS) will be used to evaluate the performance of the regional support team.

REQUIRED QUALIFICATIONS

Education 

Essential:

  • Advanced university degree in medicine or public health or health-related field from an accredited/recognized institution.

Desirable: Master's Degree level (or above) in health systems or program management

Experience:

  • Essential: A minimum of seven (7) years work experience in public health with emphasis in health system strengthening, especially primary health care.

Desirable: Experience in management and coordination of health-related programs/projects will be an added advantage, UN experience

Skills 

  • Technical expertise in public health and health systems, program management and coordination of health program, especially as it relates to health planning, health service delivery, health financing, monitoring and evaluation, surveillance and epidemiological investigations; and ability to supervise and mentor others.

Use of Language Skills

REMUNERATION

Remuneration comprises an annual base salary starting at USD 32,856.00 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
