General description of the Role:

Working at field level within the Rural Development Programme, the senior economic opportunity & livelihood officer will be responsible for directly implementing and monitoring of socio economic & market system development intervention under the IAPF projects with the support from Area programme manager, livelihood & economic opportunity Advised. The SEO&LHO will work closely with grassroots including community development workers and other technical officers (Health WASH). Additionally, the SEO&LHO will be expected to contribute to the development of an appropriate and effective country level strategy for emergency and long-term economic opportunity & market system development interventions, as well being closely involved in the formulation of project designs & proposal writing.

ABOUT THE POSITON:

The SEO&LHO will report directly to the Area Programme Manager at the Given location (Borena)however as part of the programme team. the SEO&MSDO is also technically supervised by livelihood & economic opportunity Advised who is based at HO /Addis Abeba/ as part of the national programme team S/He will liaise with & provide regular report to Area Manager and livelihood & economic opportunity Advised.

Key responsibilities

  • S/He will be responsible for directly for directly implementing, provide technical support &monitoring of the livelihood Programme ensuring quality and timelines. This will involve working closely with the area manager.
  • In close coordination with the Area manager, consult key stakeholders and identify & identify opportunities/gaps in market system development & livelihood in village/Kebele, cluster & district level & initiate preparatory and entry level activities for developing economic opportunities. This would include mapping & needs & priorities of EO&LH value chain.
  • Identify existing private sector partners who have the incentive and capacity to absorb and benefit from a BDS engagement (capacity building)
  • Work collaboratively with the MEAL team to ensure the monitoring and evaluation plan (as regard to economic opportunity/MSD & LH), is fit for purpose, and reflects all internal and donor reporting requirements.
  • Creating lasting income and livelihood opportunities for rural families.
  • Ensure active community participation in the implementation of Programme interventions, including developments of Norms for community contribution & responsibility sharing.
  • Ensure the active participation of women & disadvantages group in village/Kebeles level planning, implementation of Programme activities, and accesses to benefit resulting from Programme interventions.
  • Efforts in implementing in implementing livelihood initiatives related to agricultural development such as extension service, animal husbandry, & similar activities, community saving groups and market system development.
  • Lead efforts in implementing value chain & market system development and livelihood initiatives related to income generating & saving & credit activities.
  • Lead field level assessments, pilot intervention, field base research studies & baseline surveys for developing and/or testing of Programme approaches or intervention or interventions.
  • Lead monthly & quarterly field level market assessment which provide information for market analysis & contribute to food security monitoring and early warning to detect signs of deterioration or improvement in food security situation.
  • Identify existing private sector partners who have the incentive and capacity to absorb and benefit from a BDS engagement.
  • In close coordination of EO&LHS Adviser and APM support the development of annual work plans, budgets and ensure its effective implementation.
  • In close coordination with APM ensure regular documentation of community processes, maintenance of village profile, & support the development of monitoring & review system to assess Programme progressed.
  • Submit timely, quality reports that required by EO&LH Senior advisor & APM.
  • Undertake any other tasks that are delegated by EO&LH senior adviser & APM that are in keeping with the scope of the role.

Mainstreaming Issues:

  • Familiarize self, understand and implement, according to area of responsibility, GOAL’s polices and procedures on mainstreaming of gender, HIV/AIDS, child protection and Accountability.
  • Ensure that all minimum mainstreaming targets and outcomes are achieved in accordance with both GE policy and the donor/ grant requirements
  • Work on increasing the sensitivity and awareness of project staff towards gender, HIV/AIDS and child protection issues.
  • Actively promote and ensure the mainstreaming of child protection, HIV/AIDS, and gender into the project.
  • Act as a role model and provide feedback to encourage others in supporting equity and diversity principles, and the accommodation of other differences in the workplace. Models the flexibility required for working in a diverse environment.

Compliance Issues:

  • Familiarize self and understand to GOAL donor compliance issues, specifically to the terms and conditions of the donor the project is working on and comply with same in area of responsibility. 
  • Maintain centrally hard copy and/or electronic copies (as appropriate) of all log frame documents as a 'means of verification' for donor audits to include as relevant the following as well as those specifically listed in the donor Project specific log frame, and provide to the 'Donor Compliance Officer' monthly for filing at HQ:
  • Distribution lists and monthly distribution summaries.
  • Training records - agendas, signed participant lists, training reports
  • Sector reports e.g., Baseline Surveys, KAPB surveys, Consultancy Reports, weekly/monthly Reports etc
  • M & E Trip Reports & Consultant and/or Tech Team Evaluation Reports
  • During project closeouts, make sure all program deliverable distribution documents are reconciled and formally addressed to the Grants Unit at HO

  • First Degree and above in Production and marketing/ business related fields Able to work independently and act on own initiative.

 Desirable qualities, skill and Competences

  • Bsc /BA & above in agriculture, agribusiness, or related field with minimum experience of 7to 10 year with
  •  LH & market system development
  • five-year experience of Programme coordination in MSD, Food security & income generation
  • At least five years managing staff in the delivery of NGO Programme
  • Trained and highly experienced in the use development of a wide range of value chain and market system
  • Sound conceptual understanding of development theories, local poverty dynamics, resilience, DRR, rural sustainable development solid experience in working with and managing partnership, networking, and capacity building processes
  • Good understanding of the local context of the area.
