Job Description

CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years’ of experience in international development and humanitarian response and are each members of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country programme in Ethiopia through the legal entity CST Ethiopia.

CST Ethiopia is implementing a 2017-21 country strategic plan focused on two programmes – Women’s Empowerment and Resilient Communities, which integrates sustainable livelihoods, humanitarian and other (e.g. peacebuilding) programming. More than 50% of CST Ethiopia’s programme is funded by Institutional funds from Irish Aid, EU, Jersey Overseas Aid, Scottish Government, and other grants that require significant demands for clear results and high programme quality management at country level. For this purpose CST Ethiopia, is looking for a competent MEAL Officer to overlook and guide the Programme staff on key technical support on MEAL.

The MEAL Advisor will be responsible for: -

  • Ensuring a systematic approach to Monitoring, Evaluation, Accountability and Learning (MEAL) in the CST Ethiopia Programme and will support the implementation of the country programme M&E system,
  • Working closely with partners on improving their internal M&E systems, providing coaching and accompaniment to partner staff in MEAL capacities, skills and tasks.

Essential Requirements

Qualification

  • Master’s level qualification in social sciences, development studies, or related area.

Experience

  • At least 5 years of experience in program monitoring, evaluation and/or development at International Organizations
  • Experience of implementing results focused monitoring, evaluation and learning systems, and using results or logical frameworks.
  • Previous experience in proposal and report writing for major international donors (European Union, UN, Irish Aid, UK donors, etc.).
  • Previous experience of quantitative/ qualitative data management and analysis.
  • Previous experience of using digital data collection and creating digital forms.
  • Experience in participatory M&E approaches.
  • Previous experience working with local partner organizations.
  • Demonstrated commitment to international development/ social justice.

Skills

  • Technical skills to implement M&E in a gender-sensitive manner, including tool design, sampling, data collection, analysis, participatory rural appraisal and report writing.
  • Ability to develop indicators, tools and processes for monitoring Women’s Empowerment, Humanitarian Responses, and livelihoods interventions are particularly desirable.
  • Technical skills in digital data collection and management.
  • Computer Skills: High level of proficiency in Excel, PowerPoint. Good knowledge of IT systems such as cloud platforms, apps, Excel, databases.
  • Facilitation, coordination and communication skills, with an ability to communicate to a variety of audiences.
  • Ability to analyze and synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations).
  • Experience leveraging performance monitoring data for improving ongoing project management.
  • Excellent spoken and written English.
