Consortium Coordinator

ZOA’s programme in Ethiopia

ZOA works in several regions in Ethiopia: Gambella Regional State (field office in Gambella Town), Somali Regional State (field office in Dolo Ado and Melkadida refugee camp), Tigray Regional State (field office in Shire and Mekelle), Oromia Regional State (field office in Harar), Amhara and Addis Ababa. In Ethiopia, ZOA works with Internally Displaced People (IDPs), host populations, persons with disabilities, returnees, and a large population of refugees who fled a combination of violence and drought in Somalia, South Sudan and Eritrea.

Your challenge 

 The consortium Coordinator is responsible for the overall implementation of consortium programs that will be led by ZOA including an ongoing ‘We are Able (WaA)’ - five years project on disabilities in Oromia, Hararie, Diredewa and Addis Ababa regions. He/She is also responsible to ensure that effective coordination among consortium partners in Ethiopia is properly facilitated and managed. The consortium coordinator is also responsible to coordinate with the field team and ensure that technical supports are provided on regular bases and the quality of program implementation is maintained.

The consortium coordinator is responsible to coordinate the joint monitoring programs among partners and ensure that similar program monitoring mechanisms are in place at field level. Besides, he/she is responsible to establish effective consortium governance and management structure/mechanism at all levels. The coordinator is also responsible to ensure that efficient & effective resource utilization is there in program implementation & managed in all areas. He/She also responsible for Donor compliance is properly managed and applied in all of program implementation.

The consortium coordinator is responsible for the relationship and coordination with government stakeholders, NGOs & other similar consortium partners in the intervention areas. He/she are responsible for overseeing the proper facilitation, management & documentation of project achievements as well as best practices & lessons learned on program implementation for the future programing.. He/she much ensure evidences/information/communications related to the project within the staff and among partners are timely analyzed and delivered/disseminated. He/she is also responsible to ensure that periodical quality program progress reports are timely submitted to the government signatories and donor. 

ESSENTIAL RESPONSIBILITIES AND DUTIES:

  • Support in Government liaison and representation;
  • Support in communications and external representation of the consortium towards other stakeholders;
  • Oversight of the activities of the partners to ensure a coordinated approach, according to the workplan, with reporting and quality checks, M&E coordination in close collaboration with Field Office Coordinator;
  • Oversight of shared knowledge management and learning objectives for WaA, and coordination with the other WaA countries when multi-country learning is initiated or collaboration with other consortiums to actively participate in events to share learnings, approaches and best practices to maximize shared opportunities;
  • Support to local partner capacity strengthening, and ensuring a coherent consortium-wide approach;
  • Ensure that periodical quality program progress reports to the donor and government signatories are produced and submitted timely;
  • Encourage good initiatives and innovative ideas across the Consortium partners;
  • Maintain a focus on achieving results and meeting the agreed objectives, and pro-actively solve problems without having to be instructed by line management;
  • Work closely with the field team to create team spirit and have collective efforts in program implementation;
  • Ensure the capacity of project team are built through coaching, trainings and other experience sharing opportunities;
  • Facilitate PREP/planning meetings and other draft documents such as governance structures, MoU documents, program and coordination standards. Consolidate BoFED plans and reports, etc. with full involvement of co-partners and other stakeholders as required
  • Strengthen networks & work relationships in between ZOA and other consortium members, networks, clusters, etc. to maintain smooth and effective communication for better cooperation
  • Discuss issues and concerns of the consortium to facilitate resolving mechanisms and through developing & encouraging innovative solutions in recognition with ZOA leadership team, partners/stakeholders as well as all concerned members of the consortium
  • Organize regular and other relevant meetings with partners in consultation with consortium member organizations and ZOA leadership officials

Programme Quality:

  • Ensure that the required technical support is given to the field staff on regular bases;
  • Ensure that efficient systems are in place to support coordinated consortium management and implementation including grant management and project monitoring and evaluation;
  • Work with the finance team to ensure effective financial processes and controls are in place, and that issues are identified and followed up with partners in a timely way, including ensuring financial reports (in collaboration with the Grant Finance Coordinator) and other key deliverables are completed;
  • Maintain a close working relationship with all consortium partners to support coherence in approaches;
  • Ensure that working guidelines and other relevant documents are documented and disseminated among the staff and partners;
  • Coordination and production of quality program reports to deliver timely.

Monitoring, Evaluation and Information Management:

  • Ensure that joint monitoring program is designed, conducted with partners and reports are produced and disseminated timely;
  • Ensure the effective mechanisms for monitoring, evaluation, Learning and documentation of the program achievements are in place that will inform future programing;
  • Work closely with ZOA’s MEAL and partner organizations M&E staff;
  • Coordinate the regular progress review meetings among partners (ZOA as a lead). 

External Interface

  • Interpersonal contact regular and varied in both oral and written;
  • Negotiation and representation with government & wider community.

Job Requirements

Qualifications

  • Degree or master’s degree in social sciences, project management & other related development fields;
  • 5 years of professional experience in development, specific to disability inclusion and advocacy area is advantageous, with a minimum of 2 years’ experience in a coordination or leadership role in the implementation of projects;
  • Substantial experience and knowledge of effective financial and budgetary control and of managing big grants;
  • Strong experience in managing and coordinating Consortium programs and understanding of institutional donor compliance requirements;
  • Strong experience managing multiple tasks and ability to be proactive and demonstrate leadership;
  • Excellent interpersonal skills and the demonstrated ability to lead, build and work effectively in a team;
  • Excellent oral and written communication skills;
  • Commitment to and understanding of ZOA’s aims, values and principles;
