Quality Assurance Expert on the ongoing Eye care and SRH manual in Ethiopian Sign Language

TERMS OF REFERENCE (TOR)

Introduction

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.

ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD is currently working with different government health facilities in disability inclusion in the health services, especially in disability inclusive sexual reproductive health and eye care health services. ECDD under Every Life Matters (ELM/SRH) project is planning to  provide tailored sign language training for health service providers and selected partner organizations representatives. 

Accordingly, ECDD is looking for expert who can work with consultant that convert the already developed post-natal care, Birth, MDA and Trachoma training manuals in to Ethiopian Sign Language training manual.

Responsibility of the Expert

The main responsibility of the expert is to work closely with the manual preparation team that convert the SRH Manuals and Eye Care Manuals into EthSL to ensure the quality of the work. 

At the review and adaptation phase:

  1. Review on the language and communication approach selected by the experts
  2. Make suggestions that can enhance the approach and the language selected

 At the Development phase:

  1. Review the list of keywords and phrases identified and segmented to produce  equivalent signs in EthSL
  2. Review the gloss of the signs to adapt the manuals following natural EthSL ‘structure’ (common word order) before photo shooting
  3. Suggest ideas on photo shooting and graphic designing jobs before the activities are carried out 
  4. Comment on the signs and their order after the first-round photo shooting was carried out. Dialectal variation, alternative expressions, controversial signs, etc will be commented at this phase
  5. Forward suggestions about Deaf models and their signing
  6. Review and make suggestions on the draft of the manual including the Sign and the captioned sign gloss for its appropriateness and users’ conveniences

At the Validation phase:

  1. Reflect on the draft of the manuals produced on the validation workshop organized
  2. Validate all comments forwarded on the validation workshop incorporated in the manuals

Expected Outputs

The expert will deliver a report to the team and ECDD at each stage showing the reflection, opinions, gaps, and areas of improvement on the developed materials with expertise suggestions. 

Job Requirements

The expert biding for the contract should qualify the following requirements:

  • At least University degree in Education, Inclusive education (special needs), Sign Language or related fields;
  • At least 5 years of work experience in education, Inclusive education (special needs), sign Language and related fields;
  • Work experience on training manual preparation is desirable
  • Experience in provision of trainings in sign language;
