Purpose of the position/Job’s aim

The overall responsibility of the position holder is to organize and mobilize target beneficiaries and stakeholders at district level and provide site level facilitative support for implementation of Skills for Life, Peace and Employability for Displaced and Host Community Adolescents in Selected Woredas of Somali and Afar Regions Project in the district. The Field Facilitator is expected to contribute to smooth implementation of community level beneficiary screening and supporting complaint handling and response mechanisms, community mobilization and awareness creation on Skills for Life, Peace and Employability, peace building and protection. Field Facilitator will plan and implement Skills for Life, Peace and Employability activities according to Cordaid’s project-based working principles, procedures and approaches, and documentation of potential promising practices/good practices and lessons learned that have a positive and lasting impact on the lives of the community. She/he supports the project and Cordaid’s efforts to effectively implement Skills for Life, Peace and Employability. She/he is responsible for the planning, direct implementation and supervision, and reporting of all the project activities in the operation area. She/he ensures that the project activitIes are planned and implemented in the field based on the project proposal and agreement. She/he facilitates tailored capacity building and provides technical assistance to the local beneficiary communities and community organizations and government sector offices. She/he monitors and track progress, provide ongoing feedback, and propose adjustments in monthly, quarterly, and annual implementation plans according to emerging needs and priorities. She/he empowers, facilitates, and encourages active participation of individuals and communities in implementing and monitoring the project. Establishes and maintains close working relationship with local communities and community organizations and government sector offices, and stakeholders in her/his working area to ensure that the messages are disseminated and understood at all levels. The Field Facilitator is expected to have a solid background of Skills for Life, Peace and Employability.  

Responsibilities and Accountability

Project Implementation 

  • Facilitate project activity planning at community and district level.
  • Collect relevant information to project planning process directly from the field.
  • Provide inputs to the planning process and ensure community level issues and concerns are included in concept notes and proposals.
  • Actively engage in facilitation of beneficiary awareness creation and screening process
  • Mobilize Displaced and Host Community Adolescents for Skills for Life, Peace and Employability interventions
  • Participate in the development of clear targeting criteria and ensure beneficiaries are clearly communicated to them and partners.
  • Maintain detailed beneficiary data/information, perform regularly update and document possible the changes.
  • Actively engage in the day-to-day implementation of the project activities and ensure technical soundness of project deliverables.
  • Proactively engage on establishing/strengthening of life skill clubs and peace building and co-existence structures at kebele/camp level in collaboration with the project stakeholders and ensure functionality of the structure
  • Facilitate technical trainings on life kills (skills for life, better learning outcomes and to help them become resilient and active citizens)
  • Disseminate information pertinent to the project implementation to displaced and host communities.
  • Mobilize and organize community groups and maintain positive relationship with them.
  • Engage and work with displaced and host community-based structures and traditional institutions including faith-based institutions and religious leaders.
  • Provide day to day site level support to beneficiaries and seek technical support when need arises.
  • Identify gaps, risks and challenges and report on them immediately.
  • Recommend to the project team contextual and population changes.
  • Participate in needs-based post training job-search and career guidance services
  • Ensures that project activities are implemented as outlined in the project/agreement and in accordance with the organization programming principles, procedures, and approaches.
  • Ensures that the activities are implemented at community level according to objectives and plan of the project.

Planning, Monitoring, Evaluation and Learning

  • Prepares and ensures that regular work plan, monthly and quarterly of field activities progress review, compile and submit to the immediate supervisor on time.
  • Prepares daily, weekly, monthly, and quarterly plans and reports on her/his activities and submit to her/his supervisor.
  • Works with the monitoring, evaluation, and learning (MEL) advisor to develop a monitoring and evaluation system that will enable Cordaid to track progress and assess the impact of interventions.
  • Participates in the development of a detailed implementation plan with staff and partners.
  • In consultation with the supervisor/project team, ensures that the annual, quarterly and monthly implementation plans, and budgets are prepared/developed at project, woreda, kebele and village level.
  • Prepares daily, weekly, monthly, and quarterly plans and reports on her/his activities and submit to her/his supervisor.
  • Ensures that the project implementation, monitoring, and supervision receive the needed technical and logistics support as required and conduct periodic (quarterly/semiannual/annual) performance appraisal as per the organization policies and procedure.
  • Makes sure that project activities are performed in line with the work plan.
  • Monitors and track progress, provide ongoing feedback, and propose adjustments in monthly, quarterly, and annual implementation plans according to emerging needs and priorities.

Capacity Building/Training and Technical Assistance

  • Provides effective support in training need identification of target group members.
  • Develops capacity building plan and provide support as needed.
  • Arranges training, workshops, seminars, and experience sharing visits that are related to the needs of beneficiaries.
  • Provides technical assistance to community, entrepreneurial groups and community-based organizations in carrying out their duties and overcoming any problems they might encounter.
  • Organizes and conducts relevant and appropriate training sessions for the community, entrepreneurial groups and community-based organizations, and counterparts.
  • Assess and identifies technical assistance needs with regard to leadership skills, technical skills, supervision support, financial management etc. for and with the community, entrepreneurial groups and community-based organizations.

Coordination and Networking

  • Maintains regular working relations with government offices at Zone, District and Kebele levels.
  • Coordinates with all non-governmental humanitarian agencies at the field level, including attendance of cluster coordination meetings, and promotion of joint activities and information sharing.
  • Maintains good relationship with governmental and locally established institutions for the smooth implementation of the project.
  • Closely works with government counterparts and links the activities of the community with the relevant bureaus/bodies.
  • Identifies potential institutions i.e., Community Based Organizations (CBOs), Government Organizations (GOs), private sector, etc.
  • Develop partnership with grass root level stakeholders for the sustainability of the project.
  • Works closely with the communities to initiate project activities and to disseminate information
  • Ensures that summary of meetings, seminars or workshops attended is written, well documented and shared with others.
  • Acts as a liaison officer with government partners at community and district levels.
  • Represent Cordaid in community-based initiatives and promotes the values of Cordaid.

Reporting, Documentation and Learning

  • Tracks/records progress and prepares monthly, quarterly, and annual reports and submits to immediate supervisor.
  • Together with her/his supervisor, compiles monthly, quarterly, and annual reports for government and other partners.
  • Collects basic information from the local communities and community organizations and government sector offices, document the practices that are best performing to the local conditions and lessons learned.
  • Prepare required reports on time, and of high quality that convey the project progress towards achieving good practices and impact in the targeted communities.
  • Properly documents the achievements and lessons of the project activities and disseminate to partners.
  • Support the documentation of good practices and lessons learned in the project component, and the replication/scaling-up of tested approaches throughout the project. 

Job Requirements

Qualifications, Skills and Competencies

Education

  • Degree in Education, Economics, development, social sciences, or related field.

Experience:

  • At least 5 years’ relevant work experience in integrated project implementation involving humanitarian and livelihoods/resilience building as well as participatory project implementation

Technical Skills

  • Practical experience of working with local partners and community capacity building.
  • Strong analytical and problem-solving skills.
  • Good communication and report writing skill.
  • Willingness to work at field and travel in field location.
  • Excellent English writing and communication skills.
  • Diplomatic, culturally sensitive, result-oriented, innovative and a strong team player
  • Computer proficiency.
  • Knowledge of local Language.
  • Firm belief in teamwork, gender equality, conceptual understanding of participatory approach and sustainable development.
