Description of the IFAA Programme:

Ifaa is a five-year initiative (2021 – 2026), implemented by CRS, CCL (Centre for Creative Leadership) GSAP (Global Sustainable Aid Project), GOAL, Harar Catholic Service (HCS), Land O’Lakes Venture 37 (V37), Making Cents International, Whiz Kids Workshops (WKW) and Feinstein International Centre, Tufts University (Tufts). The purpose of Ifaa is to improve food security of vulnerable households in targeted PSNP communities, contributing to a sustained reduction in rural poverty in Oromia. it is supported by USAID/BHA in Ethiopia.

Ifaa will target 9 woredas (districts) based on poverty, Productive Safety Net Programme (PSNP) caseload/potential for scale, potential for continuum of response with other programs, partner presence, and opportunity for impact. This includes eight woredas in East Haraghe (Babile, Chinaksen, Deder, Fedis, Gursum, Jarso, Melka Belo, Meta, Midega Tola. Ifaa will prioritize pregnant and lactating women (PLW), with a particular focus on first-time mothers, caregivers, and influential community members to ensure children under 5 (CU5) receive adequate nutrition, vulnerable community members are reached, and behaviour change takes root to create lasting change.

The programme has three purposes, CRS as the consortium lead have overall programme and grant management and are responsible for monitoring, evaluation and learning using USAID/BHA’s Collaboration, Adaptation & Learning (CLA) approach. The programme components are:

  • Vulnerable households and individuals have enough, quality and diversity of food at all times.
  • Vulnerable community members' livelihoods transformed and
  • PSNP systems deliver accountable, effective, and shock-responsive services.

GOAL will Lead the Livestock component which cut across the three purposes

GENERAL DESCRIPTION OF THE ROLE

The Livestock Market Systems Development Adviser will be responsible to facilitate implementation of intervention/s primarily across all Ifaa/RFSA program team and in close relation with the government and private sector actors in the market system.  

In collaboration with the consultant to be hired, the Livestock Market Systems Development Adviser will be responsible for identifying/selection of relevant and potential market systems for the Ifaa target population, detailed analysis of the selected market systems to identify the root causes (constraints) that affect the performance of the identified market systems (core function, support functions and rules), and to design strategic interventions to address the identified root causes.

The Livestock Market Systems Development Adviser will work closely with Livestock Production and Marketing Team Leader, Financial Inclusion and BDS Manager and senior Livestock Production and marketing officers and partners in the consortium. 

The Livestock Market Systems Development Adviser will also be responsible to train, mentor and follow up implementing partner organization and government staff in order to make sure that the Market systems development approach is well understood and is practiced. The Adviser will also work with other program teams in GOAL Ethiopia in order to harmonize market system approaches across the organization.

Description of Functional Relation Ships of the role

 The Livestock Market Systems Development Adviser will directly report to Livestock production and marketing team leader. S/he will have a horizontal work relationship with Ifaa’s team in CRS and HCS. Will also work with the Senior livestock production and marketing officers. Accordingly, the Livestock production and marketing team leader is the direct Supervisor.


KEY AREAS OF ACCOUNTABILITY/DUTIES (de tailed list of tasks and outputs categorized by “daily” “weekly” “monthly” or any other category which fits the role)

TECHNICAL LEADERSHIP

  • Provide technical oversight to Ifaa’s Livestock Production and Marketing team across the consortium members. 
  • Facilitate the development and review of Intervention for On and off-farm market systems development activities across the implementation geography and which are relevant and appropriate to local context
  • Facilitate understanding of market systems development approaches across program components, among consortium partners and Government Stakeholders
  • Support analysis of Components market assessments and ensure integrated interventions are designed that will contribute to wider program vision and strategy
  • Work with Team Lead/s to strengthen program systems for integrated planning and implementation across all project partners and stakeholders
  • Partner with the MEAL team and other component senior advisors to facilitate regular review and reflection sessions, integrated and comprehensive interventions implementation with team members, against the program’s theory of change, to understand progress against results and

·        Develop deep understanding and mastery of Markets System Development facilitation including coaching, relationship building, communicating, and entrepreneurialism/business understanding and innovating.

TECHNICAL SUPPORT AND LEARNING

  • Provide regular mentoring and technical assistance to team members and implementing partners in the implementation of markets systems activities, including refresher workshops as necessary to ensure approaches are responsive to local context
  • Facilitate regular learning sessions related to market system development, grounding examples in Ethiopia’s pastoral area context
  •  Provide on-site and remote guidance with respect to market systems activity implementation, ensuring guidance is tailored to local context

In partnership with the MEAL team, facilitate the collection, review and reflection on data related to markets system development; provide feedback and inputs into continuous improvement of market-system monitoring 

  • Regularly participate and input into monitoring, research and learning processes with respect to market systems development
  • Support the capture of lessons and best practices, as well as inputs into quarterly report
  •  Facilitate building private sector partnerships that can further MSD of GOAL Ethiopia

Job Requirements

Knowledge and experience

  • At least 6 years of experience in the areas of technical support to project activities implementation, working with stakeholders, market development, etc. of which 4 years in private business agencies and commercial finance preferably from banks and micro-finance industries·        
  • Very good professional experience in market systems development and facilitation including M4P; experience in facilitating stakeholders’ engagement including assessment of incentives and capacity (attributes and gaps), specifically facilitating private sector involvement.
  • Very good knowledge on enterprise business development policies, procedures including range of business support services such as BDS, financing, sales and marketing;
  • Very good understanding of range of enterprises development opportunities; strong networking, partnership and interpersonal skills;
  • Familiar with all aspects of the relevant market systems including key actors, job matching service providers, information service providers, employers of different scale, micro-finance institutions (MFIs), banks, Insurances providers, inputs suppliers, small scale producers, traders, intermediary and terminal markets governance frameworks (formal and informal); and all support markets and functions;
  • Minimum of 2 years’ experience in private sector or working with other agencies in market systems facilitation, livelihood programs, rural development, agribusiness or financial services
  • Excellent communication, organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time.
  • Experience in marketing, business development and access to finance; public and private sector development;

Qualification ( Education, Experience , key qualities, skill and competence)

Essential Requirements:

  • Bachelor’s or Master's degree in economics, business administration, agribusiness, Livestock marketing and Production, Entrepreneurship or other related field, or commensurate private sector or field experience is required
  • Able to work independently and act on own initiative
