Job Description

OVERVIEW OF HELVETAS AND THE PROJECT: 

HELVETAS Swiss Intercooperation is an independent development organization based in Switzerland and it has been operating for the last 65 years worldwide. HELVETAS Ethiopia is registered in Ethiopia as foreign organization with the Agency for Civil Society Organization to operate in the areas of Rural Infrastructure, Natural Resource Management, Support to CSO and Local Governments, Skill Development & Education and Emergency Response. Under its emergency response program, HELVETAS Ethiopia in partnership with ECHO project consortium partners will implement WASH project in Wag Hemra zone of Amhara region targeting conflict affected communities in the woredas. For this action, HELVETAS is looking to hire an experienced WASH assistant who can able to support the implementation of the project.

PURPOSE OF THE POSITION:

Under the supervision of WASH engineer, WASH assistant will be responsible for the design, implementation, follow-up and monitoring of WASH activities of HELVETAS Ethiopia in the target communities of Wag-Hemra Zone of Amhara region. S/he needs to be working with partnership with water and energy development offices of respective project woreda, and facilitate & coordinate WASH service improvements in the operation areas, and special attention will be given on the integration of the WASH sector in other core sectors of HELVETAS Ethiopia such as food security and livelihood. 

MAIN RESPONSIBILITIES & TASKS:

PROJECT IMPLEMENTATION:

  • Conduct WASH assessment on targeted community in the project operation area.
  • Prepare effective Community Action Plan (CAP) through involving the targeted community people (through WASHCOs), and kebele level implementing partners like kebele administration and health extension workers.
  • Conduct participatory approach in promoting sustainable water supply, sanitation, and hygiene practices in project operation area.
  • Create linkages between the target communities and the project through WASHCOs, WUAs and the local government extension staff in Water, Sanitation and Hygiene, promotion.
  • Planning, organization and follow up of the community mobilization (together with WASHCOs) in target communities on issues related to of construction, operation, and maintenance of WASH facilities.
  • Assist the Project WASH Engineer in overall planning, budgeting, implementation and monitoring of the project.
  • Establish and strengthen WASHCOs to successfully operate and maintain community WASH infrastructure.
  • Assist the WASH Engineer in construction of WASH facilities and distribution of WASH NFI kits.
  • Monitor and ensure functionality of community WASH facilities, including improved water sources, latrines and hand washing facilities.
  • Ensure WASH standards are met in accordance to Sphere, UNHCR and the Wash Cluster standards.

REPORTING AND DOCUMENTATION:

  • Develop the project’s M&E tools for monitoring hygiene promoters at community level.
  • Evaluate success of the intervention in accordance with project target and maintain related data and records.
  • Participate in collection of useful data, success stories and beneficiary lists as required.
  • Document schedule plan, field report and update to WASH engineer in timely manner
  • Participate in preparing monthly/quarterly/annual highlights/ reports
  • Prepare WASH activities’ progress weekly, monthly, quarterly, annual reports and timely submission to WASH Engineer.

COORDINATION AND REPRESENTATION:

  • Represent HELVETAS Ethiopia at WASH exercises in the field.
  • Ensure integration of WASH activities with other HELVETAS Ethiopia sectors.
  • Woke closely with HELVETAS Ethiopia YES-Amhara project staff.
  • Actively participate and support the WASH engineer in internal and external coordination meetings regarding WASH topics or issues and respond to questions and inquiries from various individuals, groups, and organizations.
  • Coordinate with WASH counterparts at Woredas of Wag-Hemra Zone in the implementation project and establish productive working relationships.
  • Woke closely with youth enterprises established in the project woredas for providing WASH services.
  • Provide support in Liaising with beneficiary community, WASH cluster and local authorities in the selection of project sites as per requirement of the project design.
  • Work with local leaders, WACHCOs, WUAs and health extension workers at community levels in identifying, mobilizing, and sensitizing target communities for water, sanitation, and hygiene promotion.
  • Provide Technical training of community volunteers, members of WASH committees, and governmental staff.
  • Together with the government extension staff, WASHCOs and WUAs, play a lead role in mapping out communities for village sanitation improvement.
  • coordinate and support kebele and woreda partners to scale-up best practices, and to prepare their own action plan.
  • Execute other duties as signed by the supervisor.

Job Requirements

Education and Experience:

  • Minimum of Bachelor Degree in Environment Health Science, Water Resource Engineering, public Health, Social Science and WASH related education from recognized college or university. Master’s degree is an added advantage.
  • At least three years’ experience in implementing Emergency WASH project in INGO. Experience of an emergency work has an added advantage.
  • Knowledge of WASH national and international standards.
  • Willingness to travel to rural areas.

Skills:

  • Strong competence in English and Amharic languages 
  • Proven skills in computer programs (Word, Excel; minimum)
  • Strong interpersonal and communication skills
  • Excellent skills in report writing and meeting dead lines
  • Demonstrated ability to work in war conflict areas
  • To establish effective working relations with the other team members and other stakeholders.

Competencies: 

  • Proven commitment to accountable practices.
  • Knowledge of working in challenging environments.
  • Proven ability to manage large varied workloads and deal constructively with stress and periods with long hours.
  • Proven ability to prioritize tasks, meet deadlines and work with limited supervision
