For the Provision of Audit Service on a Consultancy Basis

BBC MEDIA ACTION 

BBC Media Action (BBCMA) is an International NGO working in Ethiopia since 2001 as a registered charity with the Charities and Societies Agency (CSA) under registration number 1118. BBC Media Action uses media and communications to reduce poverty and promote human rights in countries around the world. Our aim is to inform, connect and empower people around the world. In Ethiopia we predominantly work on health, migration and resilience building focused mass media projects.

OBJECTIVES

BBC Media Action is looking for a reputable Audit Firm to undertake the audit of its account for the period ended December 31, 2021. Authorized Audit Firm with appropriate license from authorized government office are invited to submit their proposal consideration.

The agreement with the awarded audit firm might be renewed for the next two fiscal years, as needed.

THE AUDITORS SHALL RENDER THE FOLLOWING SERVICES:

• Audit the financial records for the year ended December 31, 2021 of BBC Media Action’s Ethiopia Country Office. 
• Conduct the audit in accordance with Generally Accepted Auditing standards, Ethiopian Charities and Societies Agency’s auditing requirements and applicable local regulations.
• Ensure that the audit encompasses tests on financial controls; safeguarding of assets; compliance with established BBC Media Action's policies and procedures; compliance with relevant national laws and regulations.
• Provide an Audit Report in accordance with International Public-Sector Accounting Standards (IPSAS) and local statutory requirements, and in accordance with the reporting standards expressed in relevant BBC Media Action's Policies and procedures.
• Express opinion as to the reasonableness of the financial statements in all material respects. 
• Include in the audit report an opinion on compliance with procedures designed to provide reasonable assurance of detecting misstatements due to errors or fraud that are material to the financial statements.
• Inform BBC Media Action Ethiopia Country Office management if the financial statements appeared to have been miss-stated because of material errors or fraud.
• If required, request BBC Media Action Ethiopia Country Office management to provide written confirmation or oral presentations during the course of the audit on matters relevant to the financial statements.
• Complete the assignment in the time stipulated in the engagement letter.
• Submit the list of auditors to be deployed for this audit prior to the start of the audit.

CONFLICT OF INTEREST

• Applicants must declare any interest, financial or otherwise, direct, or indirect, which may affect the impartiality of any obligations which the successful Tenderer owes to BBC Media Action. Tenderers should notify BBC Media Action at the time of submitting a Tender if they consider there to be a conflict of interest.

NOTIFICATION OF AWARD

• BBC Media Action will notify the successful applicant(s) in writing following the evaluation process. BBC Media Action may request additional documentation from the applicant. If agreement is reached with the successful applicant, then BBC Media Action will notify the unsuccessful applicant(s) as soon as is reasonably practical.

INDUCEMENT

• The offering of inducement of any kind in relation to obtaining this or any other contract with BBC Media Action will automatically disqualify and may constitute a criminal offence.

Required Documents

• Renewed Trade license for the year 2021/2022
• Taxpayers Identification Number and/or VAT registration as may be required
• Bidders shall be fully Certified Auditors with experience in auditing iNGO's and fulfil the requirements of CSA and AABE.
• The proposal should demonstrate the qualifications of the firm and of the particular staff to be assigned to this engagement
• The audit firm should demonstrate auditing at least for five years of experience in auditing and out of that at least three years in international NGOs
• The financial proposal should present the cost breakdown including taxes.
