The Lutheran World Federation Word Service Ethiopia (LWF/WS Ethiopia) is a registered foreign charity which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF is currently looking for a highly motivated and competent professional to fill in the following post:

Job Summary

Under the supervision of the Regional Project coordinator, the Camp Manager will be based in Tuluguled. The Camp Manager will be responsible to manage the four camps (Darimi, Gabagabo, Sariirta and Tuliguled Town) in the Tuliguled woreda of Fafan Zone in the Somali Region and implementation of all programs at the camp. The proposed interventions aim at providing effective coordination at camp level between the humanitarian assistance and protection programmes being delivered to the displaced population. He/she will provide technical advice and support to camp based staffs and will be responsible for grant management, program report; monitoring of camp activities, staff safety and security, implementation of all LWF procedures, quality and effectiveness of the program, providing guidance and support to program and operation staff in Tuluguled IDP camps. The Camp Manager is responsible to liaise with the field offices. The Camp Manager will work closely with RRS, UNHCR, local administration and other IPs in the area.  

Detail Responsibilities:

Operations: Human Resource Management, Supply Chain and Finance

  • Ensure compliance with LWF collective agreement, national staff personnel and Human resources policy, and other relevant policies and guidelines of LWF/DWS Geneva.
  • Motivate key employees to participate in problem solving and decision making.
  • Coordinate program and operation staffs in shedder and ensure the presence of clear division of roles and responsibilities among them.
  • Ensure timely performance review of all staffs and make sure staff career development frameworks are in place for all subordinators and the entire staff.
  • Monitor warehouse at the camp; control and monitor the use of LWF assets and bring misuses to the attention of the project management team to take action according to LWF policies.
  • Verify/check all camp-based payments/purchase requests as per the authority level.
  • Monitor all payments are also settled according to LWF Ethiopia Finance Manual on time.
  • Make sure that all office records are maintained and information is disseminated in a proper channel. 

Programmatic

  • Provide technical support and camp oversight on program implementation on daily basis; assist staff to develop sector specific M&E plans
  • Oversee the management of grants; ensure work plans, procurement plans, cash-flow plans, and monitoring plans are developed and executed to meet donor objectives and time line.
  • Work closely with the finance staff to ensure proper financial management of the grants.
  • Assist in developing new project proposals and assessments.
  • Follow up the implementation of field level mandatory reporting timeline (sector reports, management reports, donor reports and government reports)
  • Be proactive to facilitate regular surveys on the provided services; collected data are analyzed, documented and accessed by relevant staffs
  • Mobilize and ensure the IDP community is involved in the design, implementation, monitoring, review and evaluation of all LWF programs.
  • Work closely with all programs staffs and ensure planned trainings, workshops and awareness raising events are organized on timely, systematic and coordinated manner.
  • Ensure the inclusion of vulnerable children, women and elderly including disabled and HIV/AIDS infected and affected people to have access to all LWF program interventions and other service deliveries

Coordination and Representation

  • Actively pursue good coordination and working relationships with all key stakeholders, local administration, host and IDP communities, RRS, UNHCR and other IPs
  • Participate at camp level inter-agency meetings; facilitate regular meetings with camp leaders, camp level IPs, local authorities and other community based associations as necessary to foster good will and support for all program activities. 
  • Represent LWF in Tuluguled

Security, Health and Safety

  • Conduct regular discussions with key stakeholders to identify and determine approaches to address staff’s stress levels and sense of security.
  • Assist the field office in updating field security plan and in facilitating security related trainings to camp based staff
  • Ensure effective communications among camp level staffs and Addis levels.
  • Developed strict local vehicle safety policies and assure that they are consistently implemented.
  • Ensure that all kind of incidents are tracked and reported to Regional Project Coordinator.
  • Follow procedure as outlined in LWF World Service Ethiopia Staff Rules, Collective Agreement and other Operation Manuals.
  • Perform any other duties as assigned by the Regional Project Coordinator and Head Office management team

Job Requirements

  • At least a first degree in the relevant field (e.g. food security, development studies, social sciences or related discipline) or equivalent experience.
  • Experience of working in the humanitarian and development sector.
  • Experience of working with/supporting local partners, and working with community volunteers and committees
  • Experience in designing and implementing food assistance activities.
  • Ability to work in a team and independently with no or minimal supervision
  • Willingness to work in insecure environments and a high level of adaptability and initiative
  • Good oral and written communication skills in English and Amharic
  • An understanding and sensitivity to conflict, poverty, rights-based approach gender and diversity issues, and Do No Harm principle
  • Flexibility, stamina and ability to work under pressure and beyond regular working hours if necessary
  • Willingness and fitness to travel and stay in the field for sustained periods of time
  • Knowledge and skills in computer usage
