Position:  Deputy Finance Manager - Accounting & Financial Management 

Duty Station:  Addis Ababa

Duration of Contract: One-year contract, Renewable (with 60 working days probation period)

Salary:   As per the salary scale of the organization

Job Summary

The Deputy Finance Manager – Accounting and Financial Management – assist the finance manager in ensuring the existence of sound financial management and the adherence of policies and procedures of FH, donors and government at project office level. She/he will assist the finance manager in preparation of financial reports.

Principal Tasks & Responsibilities

Key Result Area #1 - Financial Management, annual planning and compliance

  1. Ensures efficient Cash management and transfers to the project offices.
  2. Facilitates quarterly budget variance explanations from program departments and consolidation
  3. Coordinates monthly financial report review process
  4. Assist the finance manager in ensuring the adherence of internal policies and procedures and donors’ rules and regulations at project level
  5. Ensures transactions are properly recorded and entered into MS Dynamics in a timely manner.
  6. Ensure project office financial documents have appropriate coding, arithmetic accuracy, adequacy of supporting documents and etc
  7. Involve in annual budget, 3+9 & 6+6 forecast budget review

Key Result Area #2 - Financial reporting and analysis 

  1. Review aging analysis of balance sheet accounts and follow up its clearance
  2. Ensures withholding of government taxes at project level (withholding tax, income tax, etc.) as per the tax regulations and timely remittance to the government authorities.
  3. Ensure all project offices monthly bank accounts reconciliations are done.
  4. Ensures year end accruals of project and Addis offices are prepared and captured in the MS dynamics and subsequent follow up
  5. Ensures annual commodity stock management, reconciliation and subsequent follow up.
  6. Journalize monthly interco and allocation journals
  7. Ensures proper documentation (appropriate numbering, PAID stamp, Labeling the box file, etc.) of the project office financial documents.

Key Result Area #3 – Internal Control and Audit Support

  1. Ensures the internal controls on cash management at project offices level are implemented.
  2. Regularly visits projects and assists them in financial reporting and internal control related matters.
  3. Supports the Finance Manager in the process of internal and external Audits.
  4. Assists in implementation of Audit preparedness plans and facilitates external, Internal and other donor audits
  5. Assist Finance Manager in preparation of statutory audit financial statements based on the AGENCY FOR CIVIL SOCIETY ORGANIZATION regulations.
  6. Follow up audit recommendation - Internal/external

 Key Result Area #4 - Leadership and Staff Management

  1. Support subordinates to set goals, provide guidance or direction in execution, periodically evaluate the performance based on the indicators and give timely feedback
  2. Provide coaching and mentoring to ensure that staff is motivated, has good relations with colleagues and are held accountable
  3. Identify capacity development needs for staff under supervision, plan and seek the necessary and affordable programs to enhance staff technical capacity
  4. Conduct capacity building training for field office staff on financial policies, internal control, MS Dynamics, report preparation for government and other stakeholders. Provides Regular managerial support to the Bahir Dar Coordination Office.
  5. Conduct periodic meeting with staff under his/her direct supervision to share information, exchange updates and to discuss on issues and concerns

  • Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
  • Build a better gender balance in staffing through affirmative action.
  • Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.
  • Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
  • Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issue

Safety & Security Responsibility

  • Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
  • Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
  • Explains to staffs the reasoning behind the organization’s safety and security policies and procedures;
  • Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
  • Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
  • Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human Resources;

Job Level Specifications

  • Excellent organizational skills; ability to plan and coordinate work, ensure the efficient flow of projects and processes.
  • Proven experience in treasury activities, establishment and monitoring of budgets, and an understanding of data processing concepts and systems.
  • Proven expertise with USAID/UN/OFDA rules and regulation on Procurement and Financial Management
  • Must have a proven knowledge of Generally Accepted Accounting Principles, IPSA and a practical knowledge of financial systems and internal controls.

Experience

  • 7 years’ experience in a similar or senior finance position with an International NGO.
  • Proven experience in treasury activities, establishment and monitoring of budgets, and an understanding of data processing concepts and systems.

Education/Certifications

  • Must have a degree in Business Administration (Accounting) or Bachelor of Commerce (Accounting) from a recognized and certified institution or university. A Master’s degree is an asset.

Distinguishing Competencies

  • Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals.
  • Proficiency in MS Dynamics, MS-Word and MS-Excel and other applications
  • Interpersonal skill
  • Work independently without close supervision
  • Give attention to details

Language

  • Proficiency in spoken and written Amharic & and English required;
