POSITION TITILE: M&E Database Administrator

REPORTS TO: M&E Director

SUPERVISES: N/A

LOCATION: Addis Ababa Country Office

 JOB SUMMARY:

Amref Health Africa is seeking a M&E Database Administrator to provide data management support for the USAID Integrated Youth Activity (IYA) that aims to empower youth to advance their own economic, civic and social development across 18 secondary urban cities of Ethiopia. The database administrator will provide oversight to the design, development and management of the electronic data management system for the IYA. S/he will lead the gathering of user requirements and feedback, support the development and deployment of the technology architecture and identify and action continuous improvement opportunities. S/He will provide quality assurance and continuous capacity building and technical assistance support to the M&E assistants on the utilization of the database. S/he will be based in Amref office in Addis Ababa, Ethiopia, and is supervised by the MEL director.

 DUTIES AND RESPONSIBILITIES

MEL System Strengthening

  • Work with the MEL Director and other MEL staff in identification of database requirements by interviewing users, analyzing applications, evaluating existing systems and designing proposed systems.
  • Provide recommendation on the type of client level data collecting database app that can generate front end unique ID and capture layer of services provided to beneficiaries at any given time.
  • Support IYA’s consortium partners in standardization and monitoring of MEL systems/tools with the guidance of MEL Director
  • Recommends solutions by defining database physical structure and functional capabilities, database security, data back-up, and recovery specifications.
  • Installs revised or new systems by proposing specifications and flowcharts; recommending optimum access techniques; coordinating installation requirements.
  • Support the knowledge management related activities and attribute towards establishing the virtual platform and
  • Maintain information consistency and reliability within IYA and other Amref projects.
  • Work closely with other ME teams on the data base interface with various tools developed 

Database System Establishment & Monitoring

  • Installs database systems (e.g. using SQL server or DHIS2 or other systems) by developing diagrams, applying optimum access techniques, coordinating installation, ensuring UID options and capability of collecting client level data and documenting actions.
  • Provides database support by coding utilities, responding to user questions and resolving problems.
  • Understand 3rd party applications for hosted backend database on site.
  • Manage security on Server instances.
  • Maintains database performance by identifying and resolving production and application development problems.
  • Troubleshoot and repair electronic database-related problems; notify and keep IYA MEL staff and consortium partners informed on issues affecting data management systems.
  • Create electronic database related queries, procedures, packages, and reports for standalone use and for the data layer of IYA.
  • In consultation with the MEL Director and other project program staff/consortium partners, develop a dashboard that consists of major IYA deliverables/indicators to monitor performance regularly.
  • Learn and provide escalation level support for IYA’s electronic database-dependent activities.
  • Maintains database performance by calculating optimum values for database parameters; implementing new releases; completing maintenance requirements; evaluating computer operating systems and hardware products.
  • Develop user guide for user guide for the various application developed to the other ME and program users

Monitoring and Supervision

  • Lead in supporting and mentoring MEL officers, database personnel and M&E assistants of the CSOs on database related issues.
  • Provide relevant programs and tools to the grassroot level M&E staff to serve as a reference for troubleshooting data management related issues.
  • Conduct periodic monitoring and quality checks whether the data management system is working at beneficiary level, youth hubs, career centers, youth friendly corners, and at different consortium levels in general.
  • Works effectively as part of a team to perform duties and achieve daily operational goals.

 Analysis, Reporting, and Documentation

  • Produce a required system and user documentation for the project and tasks; create testing and training plans for IYA staffs and consortium members.
  • Learn and provide escalation level support for IYA’s SQL database-dependent activities
  • Support project staff and consortium partners in the production of reports that includes but not limited to graphs, charts, tables, trend lines, layer of services provided and maps.
  • Provide support to program staff on generating analytical information that could help publish articles, submit abstracts and documents and disseminate exceptional success stories.
  • Track project achievements in real time using a dashboard that informs project management on major indicators.
  • Support the analysis and reporting of training reports, beneficiary summaries, best practices, success stories and other relevant products.
  • Secure data and documents as per the rules and regulations of Amref Health Africa and USAID.

Other duties

  • Assist the IT unit in troubleshooting database systems, applications, functions, and hardware and software maintenance
  • Perform other duties as assigned by supervisor.

Job Requirements

  • Masters Degree in Computer Science, Information Systems, Software Engineering, or other related fields with relevant experience
  • At least 7 years worked as a database system administration (DBA), of which at least 2 years of practical experience working with relational database systems such as DHIS 2, MSSQL, MySQL, Oracle or MongoDB, or PostgreSQL and a good working knowledge of SQL scripts
  • At least 2 years of working experience with a programming language like C#, PHP, ASP.Net, or Java.
  • Experience with Performance Tuning and Optimization (PTO), using native monitoring and troubleshooting tools
  • Experience with backups, restores, and recovery models
  • Experience developing and managing DHIS2 based data management system.
  • Familiarity to and experience on USAID data management systems (DIS and DATIM) is a plus.
  • Experience working with Windows servers, including Active Directory
  • Knowledge of High Availability (HA) and Disaster Recovery (DR) options for SQL Server
  • Knowledge of interactive data visualization and business analytics tools for business intelligence (Power BI)
  • Flexible, team player, “get-it-done” personality
  • Ability to organize and plan work independently; ability to work in a rapidly changing environment
  • Excellent written and verbal communication
