Job summery
- Functions / Key Results Expected
The Finance Officer reports to the Head of Humanitarian Finance Unit / EHF Fund Manager.
Summary of key functions:
- Support theEHF allocation process through providing information on procedures and good practices to relevant key stakeholders. This includes taking part in review meetings to ensure that project selection process meets criteria of transparency, inclusiveness and objectivity
- Prepare and implement a monitoring work plan. This includes arrangement of field level monitoring visits to EHF project sites and prepare monitoring reports
- Review interim and final programmatic narrative reports from the Fund recipients
- Support the EHF Finance Officer to ensure consistency of programmatic and financial reports
- Support management of project modification requests and ensure consistency with allocation and sectoral focus, as well allignment with EHF guidelines and processes.
- Keep updated on the overall status of the EHF for informed decision and recommendations
- Contribute to the continual improvement of EHF policies, procedures and tools
- Maintain collaboration with key stakeholders to strengthen awareness and understanding on EHF works and processes
Impact of Results
- Perform other duties as required by the EHF Fund Manager / Head of HFU or other OCHA priorities and special projects Monitoring and Reporting is one of key functions in the management of EHF to ensure proper implementation of the projects according to commitment as defined in the approved proposal and allocation. In addition, the function will support assurance of EHF Country Operational Manual implementation in the entire programme cycle management. The function will contribute significantly to a better management of the Fund in general.

Job Requirement
Education: Advanced or first degree preferred in political and economic sciences, sociology, law, international relations or related field
Experience:
- Zero years of experience with an Advanced Degree and a minimum of 2 years of relevant experience in humanitarian or development
- UN or NGO experience required
- Sound experience and understanding of monitoring and evaluation
- Excellent interpersonal and communication skills
- Sound understanding of gender-appropriate, humanitarian programming
- Proven experience in report writing
- Availability for travel in-country
- Excellent computer literacy and skills (word, excel, lotus notes, databases, and internet)
- Ability to work with moderate supervision, efficiency competence, and integrity with people of different national backgrounds
- Language Requirements: Proficiency in written and oral English. A second UN language is desirable
