JOB SUMMARY
PCI/GC is currently looking for a highly qualified and experienced Emergency WASH Specialist that fulfils the following requirements for one year (12 month) employment with possible extension based on performance and availability of funds. The purpose of the Emergency WASH Specialist position is to develop and guide the implementation of PCI Ethiopia’s water resource management and emergency WASH strategies and provide technical backstopping in all activities related to Water scheme rehabilitations, Hygiene and sanitation, and water harvesting technology, including environmental impact assessments and mitigation measures. She/he guides the design the implementation, monitors their installation and provides guidance on the development of maintenance plans. She/he will also develop and strengthen partnerships among sector stakeholders, government counterparts and NGOs involved in emergency WASH activities in order to foster mutual learning and identify innovations that would increase the efficiency and effectiveness of water related intervention in the operational areas. This recruitment is contingent on donor approval on funding.
MAJOR DUTIES AND RESPONSIBLITIES
- Review and summarize relevant experience including PCI, government institutions, and NGOs on emergency WASH-related technology, extension guidelines, assessments, and reports and provide relevant guidance for the field team
- Ensure government policies and strategies related to emergency WASH interventions properly considered, identify best practices and gaps, and propose areas for improvement and implementation
- Conduct emergency water needs and propose effective measures to be taken
- Develop a checklist to monitor effectiveness and environmental impact of the schemes
- Adopt government and donors’ environmental assessment and mitigation guidelines
- Develop PCI/GC Ethiopia’s guidelines for field implementation of water related activities
- Assess field activities related to water and sanitation infrastructure and water harvesting technology
- Provide technical support in all phases of the programme cycle, from appraisal, planning, implementation, monitoring, and evaluation through regular field visits, training-based capacity building, and desk-based feedback to project staff and partners
- Write concept papers based on needs identified at the field level
- Organize formal training and awareness creation sessions based on needs identified during field visits
- Liaise with all stakeholders and represent PCI/GC Ethiopia in Emergency WASH Taskforces and workshops at regional and national levels
- Prepare, organize, track and share timely & regular reports on WASH intervention including outcome level success/case stories
- Ensure the program delivery of baseline and end line evaluation and reporting carried out efficiently, rigorously and within the timeframe in compliance with the established guidelines and procedures
- Identify donors interested in funding water related activities and promotes relationships with them as appropriate
- Network with other NGOs working in WASH related activities to explore partnership development
- Participate in the development of proposals for funding of water related interventions
- Promote and support innovative/alternative water related service delivery mechanisms at the local level
- Learn from the successes of other water related organizations and transfer their technology and methodology to PCI
- Keep up to date with developments in the sector, including best practice examples in-country and internationally, and ensures ongoing personal organizational development and learning
- Ensure the communication and dissemination of success stories and lessons learned within the organization, with partners, and other stakeholders
- Write high quality reports required by PCI, donors, and government
- Document and disseminate information to PCI staff and partners
- Work closely with Emergency Operation Managers, RIPA South team and other technical specialists
- Perform any other duties as assigned by supervisor
- Participate in PCI’s innovation efforts and initiatives
STAKEHOLDER ENGAGEMENT & NETWORKING
- The incumbent is expected to collaborate with the local communities, government counterparts, and other partners.
- She/he is also required to work closely with the RIPA South CoP and component leaders and other technical, operations and administration staff of the project.
- The position is based in Addis Ababa, with at least 50% of the time spent in the operational Regions and Woredas RIPA South. Frequent field trips to Woredas are required.
Job Requirements
Education and Experience:
- MSc or BSc Degree in Water Resource Management and related fields, or an equivalent combination of education and work experience
- Minimum of 4 years of experience for MSc holders and 7 years of experience for BSc holders working in WASH and related water resource management projects
- Experience working with NGOs in WASH and/or a water engineering position
- Working knowledge of programming in chronically vulnerable environments
Skills Required:
- Strong facilitation skills with project staff and community members
- Interpersonal communication and report writing
- Proficiency in English, both verbal and written
- Computer proficiency, including Microsoft Word and Excel
- Firm belief in teamwork, gender equality, participatory approach and sustainable development
- Technical ability and sound judgment to work effectively with others at all levels
