Organization Back ground

Since 2002, Amref Health Africa in Ethiopia has partnered with the Government of Ethiopia and local communities to implement diverse health and development project portfolios throughout the country. Our staff of more than 200 are based in our head office, five regional offices, and eight sub-regional offices, reinforcing our proximity to the communities we serve and our strong coordination capacity within and between the regions. With our communities at the center of our work, we focus on two strategic pillars – human resources for health and innovative health services and solutions, undertaking four key programmatic areas: Reproductive, Maternal, Neonatal, Child, Adolescent and Youth Health; Water, Sanitation, Hygiene; Human Resources for Health, and Disease Prevention and Control.

These programmatic themes strategically engage cross-cutting issues including gender and social inclusion, policy and advocacy, research, and innovations and technologies. Additionally, our organization also engages in clinical outreach interventions and emergency programs, including nutrition and resilience building of affected communities through projects that aim to improve livelihoods of communities and reduce their vulnerability to shocks, such as droughts and other natural disasters without compromising long-term development.

Background to the Assignment

Amref is currently implementing a 5 years USAID Funded integrated youth activity, Kefeta in 18 cities, along with consortium members including international partners, national CSOs and private sector resource partners. Integrating democracy and governance, basic education, higher education and health, Kefeta takes a holistic approach to support economic and social opportunities for youth in Ethiopia. The Amref-led consortium’s vision of success for Kefeta is Ethiopian youths who are game changers: empowered to advance their own economic, civic, and social development; resilient in the face of shocks; actively promoting development within their communities and contributing to the country’s peace and prosperity. Kefeta will benefit the lives of at least two million Ethiopian youths in 18 cities, building their agency and capacity for advocacy, linking them to economic opportunities, and improving their access to youth friendly services (YFS). This will be done by building the capacity of local youth-serving organizations and youth coalitions, and establishing a sustainable, youth-led Youth Empowerment Fund (YEF).

One of the capacity building interventions for the youth coalition members will be providing various trainings to empower them so that the IYA will be youth led, youth managed and youth owned program.

Amref/IYA is thus planning to provide Organizational leadership and management training to youth coalition leaders and members. Amref has therefore developed this terms of reference to engage a consultant to develop a youth friendly training manual and provide one round of the training to local CSOs staffs and youth leaders.

Purpose of the Assignment

The assignment is expected to develop a youth tailored OLM training manual by taking in to account the youths in Ethiopia and provide TOT training for 30 participants from CSOs, local government, and youth leaders.

The consultant is expected to assess existing training materials and cascading framework, if any, and propose cascading framework to reach out to youth coalition leaders at local levels.

The training manual should, at least, consist of two main components: (1) the trainer’s manual, and (2) the training assessment toolkit.

Responsibilities/Scope of Work-SOW/of the consultant

The Consultant will be expected to:

  • Undertake a desk review of existing literature pertaining to OLM and trainings for youth groups in Ethiopia 
  • Develop a training manual in English and Amharic which would include presentations, session outlines, notes and background reading. 
  • Develop an assessment toolkit, which includes (1) an evaluation to be administered both at the beginning and end of trainings to measure the impact of training and (2) data analysis tool to analyze data, for the Training of Trainers (ToT) and the trainings for youth coalition leaders (including but not limited to normally includes training session observation protocols, Focus Group evaluation tool, trainer’s competencies checklist,
  • Conduct ToT for trainers.
  • Collate feedback from the participants of the ToT and finalize the training manual 

Job Requirements

  • A minimum of Master’s in a social sciences or related fields
  • Experience in developing training Programs for institutions and youth organizations and providing TOT trainings
  • Proven ability to clearly and concisely express ideas and concepts in written and oral form
  • Familiarity with concepts of Leadership, management and Governance
  • Excellent spoken and written English and Amharic
  • Ability to set priorities and manage time
  • Excellent training facilitation skills
