In Ethiopia, Swiss Church Aid/ HEKS implements development and humanitarian interventions with focus on natural resource management, climate change adaption, conflict transformation, water, hygiene & sanitation, and inclusive markets.
Swiss church Aid/HEKS is looking for a committed and competent WASH Officer for a humanitarian intervention in Borana. The position holder will report to field office coordinator
Job Description
Key areas of responsibilities are:
- Responsible for the implementation of the Emergency WASH component of the project in three target woredas of Borana zone
- Develop detailed work plan and implement the project as specified in the work plan
- Carry out detail design of WASH structures.
- Identify design alternatives, ensure designs are up to the standard and make sure compliance with national and humanitarian standards
- Prepare/revise BOQs, technical specifications and drawings, review tenders and payment certificates as deemed necessary
- Support and lead implementation of sanitation and hygiene promotion activities
- Keep track of and monitor the progress of construction/rehabilitation activities promptly identifying any current or potential challenges
- Ensure that water trucking services are delivered as per the project plans and standards
- Provide on the job training for water trucking monitors on water quality checking and reporting
- Ensure equitable potable water distribution in the water trucking system, in line with the minimum water supply as per SPHERE / Borana zone WASH cluster standards
- Build and maintain good relationships with local authorities, other organizations and actors
- Provide day to day encouragement and feedback when necessary, so that field staffs work effectively, and carry out activities in relation to importance
- Write technical reports, report regularly to the Field Office Coordinator on the project progress and other relevant issues on a regular basis as required
- Update and keep record and data on the daily water delivery monitoring sheet and submit on a weekly basis to supervisor
- Regularly participate in zone and woreda level WASH cluster meetings and other coordination forums as necessary
- Perform any other duties assigned by the supervisor
Contract: fixed basis: 6 months with possibility of extension

Job Requirements
Education, Qualifications & other knowledge
- Education: BSc Degree in water supply and environmental engineering, Water Resources engineering, Hydraulic Engineering or related fields.
- Work Experience: At least 4 years of relevant experience preferably in an NGO setting
- Language Skills: Good verbal and written command of English, and Afan Oromo is required
- Computer literacy: Literacy of technical software (AUTOCAD, WATERCAD, etc.)
- Experience and understanding of pastoral areas, context, livelihoods and culture
- Experience of working with the local community and customary institutions at grassroots level
Desirable Qualities, Skill and Competence
- Demonstrable experience in implementing emergency WASH projects
- Ability to understand financial requirements of projects and to manage activities in line with project budget
- Accountability and responsiveness within areas of responsibilities
- Ability to generate timely and quality reports
- Gender sensitive and experience with inclusive approach (work with people with disabilities, extreme poor families, minorities IDPs, and other marginalized groups)
- Ability to understand the cultural context of the rural community and use that culture as an input for community mobilization
- Good communication and coordination skills, preferably with the community and woreda line departments government
