Position Title:  Employability, Skills Development & Training Officer

Reports to: Cluster Manager

Location: Dessie 

Background

Family Guidance Association of Ethiopia (FGAE) in partnership with Amref Health Africa implements a USAID funded Integrated Youth Activity (Kefeta) in Dessie, Kombolcha and Samara-Logia cities. Kefeta envisions Ethiopian youth who are game changers: empowered to advance their own economic, civic, and social development; resilient in the face of shocks; actively promoting development within their communities and contributing to the country’s peace and prosperity. Kefeta will strengthen the youth ecosystem in Ethiopia with integrated, multi-sectoral, youth-centered programming aligned with the Positive Youth Development (PYD) approach.

JOB SUMMARY

FGAE is seeking an Employability, Skills Development and Training Officer to provide technical assistance and support for the USAID Integrated Youth Activity (IYA). The primary responsibility of this position will be to help build the foundational skills of young people that open pathways for economic opportunities and strengthen youth agency. The Employability, Skill Development and Training Officer (ESDTO) position will facilitate and lead employability, life skill and soft skill, leadership, basic education trainings at regional and city level. The position required to participate and lead different assessment and events related to youth basic education, employability and life skill and ensure the work protocol is well applied.

CORE JOB RESPONSIBILITIES

  • Participate and contribute to the design, execution, and analysis of labor market assessment and mapping activities to identify employability challenges and available employment opportunities;
  • Develops work plans for FGAE project catchment area level operations associated with youth training, employment, and basic education;
  • Collaborate with Regional/Zonal and cities partners and make them understand the project youth employability and basic education program/modality and participate them in implementation from the very beginning to an end;
  • Identify and target youth for functional literacy program, linking youth in need of basic education to project services and ensure components of life skills;
  • Lead and provide cascading of work readiness, employability, life skill and entrepreneurship trainings for the target youth;
  • Lead and work with local authorities to facilitate better understanding and coordination among the actors in improving enabling environment for youth support and employment at city, woreda and regional level;
  • Closely work with IYA technical officers and specialists to ensure basic education and skilling interventions are well integrated and aligned with overall program strategy and goals;
  • Ensures that implementation of youth employability, basic education and life skill trainings of the project are proceeds according to approved plans, and implementation guideline;
  • Conduct regular monitoring using data collection systems to track performance and document learnings and best practices related to basic education, work readiness and employment;
  • Works with Project M&E Officer to review project report, compiles, and shares lessons for future project design considerations;
  • Regular reporting of achievement and performance on monthly, quarterly, and annual basis;
  • Perform other duties as assigned.

QUALIFICATIONS & EXPERIENCE

  • Master's or Bachelor’s Degree in social science, Business management, Development studies, Economics, Agribusiness and other related fields;
  • Minimum of 3/5 years prior work experience and micro enterprise development, financial service providers, one stop centers and job matching service providers;
  • USAID projects experience implementation in the area of youth employability is a plus;
  • Strong commitment to working with youth;
  • Excellent partnership building, communication and management skills to work with youth owned enterprises, private sector, government institutions, and CSOs;
  • Excellent interpersonal, oral and written communication skills;
  • Excellent analytical and report writing skills and ability to solve problems;
  • Basic computer skills;
  • Proficiency in English and Amharic language, written and spoken. Writing and speaking skills in additional local language is a plus.

Technical and other skills

  • Ability to identify and propose solutions and innovative strategies
  • Proficiency in computer (Word processing, Excel; PowerPoint, other social Medias
  • Ability to facilitate and encourage collaborative teamwork, experience sharing, effective problem solving and conflict resolution
  • Excellent written and verbal communication in English
  • Firm belief in teamwork, gender equality, and participatory approach and sustainable development

Job Requirements

  • Minimum of 3/5 years prior work experience for MA/MSC/MBA/MPH and BA /BSC after graduation respectively.
  • Relevant work experience of which at least two years in project program management preferably in NGO like USAID projects experience implementation in the area of youth employability is a plus;
  • Micro enterprise development, financial service providers, one stop center and job matching service providers;
