Job Summary

CARE is seeking a Partnerships Program Manager (PPM) who will be responsible for leading and coordinating the Highland Resilience Activity (HRA) linkages with partners from government, NGOs, donors, and the private sector. S/he will particularly work to support internal partnerships with local implementing partners (IP). S/he will also establish and support partnerships with government programs such as PSNP and other relevant projects and stakeholders in order to promote an enabling environment for the promotion and sharing of strategies, innovations, and learning. The PPM will represent HRA and CARE in meetings, workshops and other interactions with government at the federal and regional levels and will work to enhance relationships with pertinent institutions in the government, NGO community, and private sector. The PPM will closely work with the COP, DCOP, and Sector Managers to establish mutual accountabilities and shared performance goals to ensure program quality and impact in line with the goal and objectives of the project. As requested, the PPM will assist the COP and DCOP in managing complementary project activities.

II. Responsibilities

Job Responsibility #1: Management oversight for local partners (20%)

  • Serve as direct contact for local implementation partners
  • Facilitate OCA at start of program and subsequent development of capacity strengthening plans
  • Monitor progress against delivery of work plan activities
  • Monitor and ensure timely reporting against subgrant requirements (financial and narrative) 
  • In coordination with operations team, conduct regular monitoring visits and share follow up action points
  • Assist the project Grants, Contract, and Budget Specialist during partner monitoring and capacity building for administrative and finance issues
  • Help assure improved gender balance in project teams and gender policies in partner organizations
  • Work with COP, DCOP and other program managers to address any FO level challenges affecting the efficiency or effectiveness of implementation

Job Responsibility #2: Staff Management and Supervision (20%)

  • Provide direct management support to FO manager(s) in SNNPR
  • Ensure staff APPAs include KPIs which are continuously monitored and measured against progress
  • Ensure that APAAs (annual and semiannual) are completed in a timely manner and submitted to HR
  • Provide supportive supervision for direct reports

Job Responsibility #3: Partnership relations and development (20%)

  • Lead efforts to develop and maintain productive relationships among HRA’s current and future partners
  • Assist in the development of MoUs with new formal/informal partners, including from government, NGOs and private sector
  • Support the consortium maintain sound partnership attitudes, policies, and practices
  • Assess and identify technical assistance needs for local partners. Plan and lead capacity building initiatives related to partnership and policy issues for project staff (CARE and partners)
  • Identify appropriate training venues and forums, including for non-formal training and support
  • Work with other team members to provide training to partner organizations' staff in cross-cutting issues including gender
  • In collaboration with the Senior Gender Advisor, facilitate different capacity building activities for project staff on gender and diversity

Job Responsibility #4: Government liaison and engagement (20%)

  • Develop and lead HRA’s strategy for interaction and collaboration with the PSNP and its livelihoods component aimed at improving PSNP success in graduating PSNP households
  • Create and foster linkages between HRA/CARE Ethiopia with other government offices on issues related to program sector activities
  • Develop collaborative professional relationships with managers of PSNP, DAE, FCA, AGP, RJOC and other relevant government offices, both at federal and regional levels
  • Attend and contribute to semi-annual PSNP JRIS meetings; review and provide feedback on documents prepared and shared by PSNP stakeholders

Job Responsibility #5: Representation and learning (15%)

  • Represent HRA and CARE in meetings and workshops hosted and/or sponsored by government counterparts or development partners
  • Interface with diverse projects (Feed the Future and others) to seek ways to collaborate and share
  • Document and share existing experiences, practices and lessons of CARE Ethiopia and other partner programs in relation to partnership and enabling environment (including policy)
  • Organize and participate in cross-visits: lead visits by VIPs from donor, development partners and government
  • Engage relevant government stakeholders, particularly from the PSNP, in action research, analysis, and dissemination
  • Contribute to donor reporting on collaboration and layering achievements

Job Responsibility # 5: Other (5%)

III. Qualifications

  • Advanced university degree or equivalent in relevant disciplines, i.e., Business Management, Economics, International Development, or other related developmental studies
  • 7 years of relevant work experience with the first degree and 6 years of relevant experience plus post graduate degree.
  • Minimum of 5 years of management experience
  • NGO experience is a plus

Skills Required

  • Partnering and institutional capacity building for the government, private sector, and civil society
  • Experience in working with diverse partners (community-based organizations, established NGOs, government counterparts, private sector, etc.)
  • Excellent representational skills
  • Fluent spoken and written English
  • Excellent communication and interpersonal skills
