Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience

building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Summary of position

The Health and Nutrition DPM is under the direct supervision of the Nutrition and Health Program Manager. The HNDPM ensures that the objectives of the project are met and supervises the nutrition program implementation in the camp and host community. S/he will also make sure that CMAM/ IYCF/GMP /BSFP services and quality of care have been delivered to all beneficiaries in line with standard guidelines, principles, SPHERE standards, and IYCF-E multi-sectoral framework for action in the refugee setting. Health and Nutrition DPM will also lead and participate in the designing and implementation of CMAM/IYCF/GMP/BSFP and capacity-building activities in close consultation with line managers, the health and Nutrition team, and project stakeholders. S/he is expected to establish and maintain productive working relationships with line managers, project staff, local government authorities, and, beneficiaries. Moreover, s/he will represent Action Against Hunger in local level Nutrition, including Health and Nutrition coordination platforms.

The Deputy Health & Nutrition PM role’s purpose, engagement, and delivery are:

Purpose: (The substantive focus of the job encompassing scope, depth, and difficulty of work both conceptual and applied)

• Provides technical support and supervision to the nutrition team on the services and analyses the implementation of activities to improve service delivery quality in the camp supported by AAH.

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

• Collaborates with the community outreach team, supervisors, IYCF supervisors, HN officers, and partners to amplify our work in tackling acute malnutrition as well as building synergies with other sectors to promote a multispectral approach to address underlying causes of undernutrition. Engages with nutrition-related working groups within the camp and represents AAH’s nutrition efforts externally.

Delivery: (The focus on the execution of the work and the role of the team for supporting business/operational functions in terms of timeliness and quality)

• Leads/monitor the day-to-day activities in the camp and host community, provides supervision and monitoring to the team, produces the report and supports the coordination, and ensures the beneficiaries have got the right service.

Essential Duties

Objective 1: Project (SC, OTP, TSFP, BSFP and Outreach) implementation (35%)

Activities:

• Support PM in planning activities for implementation and achievement of program goals in order to achieve the set objectives;
• Support PM in Ensuring that all team members deliver their specific duties with a humanistic and compassionate approach through fluid/humane engagement towards beneficiaries.
• Collaborate with PM in planning/forecasting program budget and monitor the financial utilization of the program;
• In collaboration with the PM, ensure timely and consistent availability of necessary drugs, material inputs, and food commodities collaboration with PM and Logistics.
• In collaboration with the PM, ensure that proper storage of damaged and expired drugs is observed and disposal procedures are followed in collaboration with the capital pharmacist.
• Manage the pharmacy with the PM 
• Coordinate with PM the program implementation with other actors (government and NGOs) in the project area;
• In collaboration with the PM, Conduct regular site visits to monitor the implementation of activities and give guidance;
• In collaboration with the PM, prepare internal and external activity reports for both AAH and the institutional donors in collaboration with PM;
• Achieve the CMAM indicators as per the SPHERE and national/UNHCR guidelines.
• Achieve the primary health activities indicators as per the national guideline standards.
• Participate in relevant assessments and surveys carried out in the camps and around the camps. Ensure that methodologies are technically acceptable and forward reports to TAs.
• In collaboration with the PM, ensure the provision of high quality medical and nutritional care in the SC
• In collaboration with the PM, ensure timely consultation and/or referral for complex medical cases which require further consultation.
• Ensure that all nutrition structures are well kept (hygiene and sanitation observed both inside and around the whole compound – availability and maintenance of hygiene facilities)

Objective 2: Recording and Reporting activities (20%)

Activities

• Follow clearly appropriate protocols and guidelines on recording and reporting – National, RRS, UNHCR & other Donors.
• Ensure that the RedRose recording system is well up to date, reports are properly/regularly backed up, data are analyzed monthly and reports are sent to Capital. 
• Ensure that staff is following exactly the recording system for an individual beneficiary, commodity received, dispatched, and in-store.
• Ensure that data collected are complete, reliable, relevant, timely, and valid.
• Analyze trends in admission and discharges
• Ensure that weekly/ monthly data compilation and reporting of activities for internal and external consumption
• Evaluate the relevance and appropriateness of the intervention in view of the evolution of the context and needs (contradictory results, nutritional value, cultural habits, etc.)

Objective 3: Follow up and monitoring (15%)

Activities:

• Initiate new project development (prepare concept notes for projects) based on accurate baseline surveys/data and information;
• To critically follow the evolution of the disasters/context in the area;
• Propose timely responses in case of nutrition emergencies and disease epidemics.
• In collaboration with the PM, develop monitoring and evaluation tools for the ongoing project if needed.
• In collaboration with the PM, ensure that Post Distribution Monitoring (PDM) and other monitoring exercise are carried out on a regular bases
• Work closely with logistics to ensure that commodities are well managed (storage procedures observed), recordings are up to date and stock records are cross-checked to monthly physical count

Objective 4: Team management (15%)

• Organize the teamwork and plan of actions (planning/responsibilities);
• Collaborate closely with the HR and Field coordinator on the timely recruitment of staff
• In collaboration with the PM, conduct a briefing to all new staff before they commence work.
• Carry-out personal performance appraisal of the team members on a regular basis (coordinate with HR on procedures, templates, and schedules).
• Identify teams` training needs and in collaboration with the PM, develop the capacity of the team by delivering on the job training and mentoring;
• Work and collaborate transparently and efficiently with all the support departments both at the base and capital levels;
• In collaboration with the PM, organize basic training on Nutrition and Primary Health care for AAH staff.
• In collaboration with the PM, Organize regular staff meetings to discuss challenges and formulate the way forward.
• Ensure fluid communication flow in the team and with other sector staff
• Follow absences, late coming and/ or leaves and report them to HR

Objective 5: Represent Action Against Hunger (10%)

Activities: 

• Participate in different program meetings and regular formal communication with partners and workshops in discussion with Field co.;
• Implement other duties and responsibilities assigned by the Field Coordinator/Technical Advisors/Program Director;
• Participate in preparation and activities related to donor visits if deemed necessary
• Develop a network of contacts at the base level (INGOs, Government, technical or scientific, political) to allow a smooth implementation of the project in collaboration with the PM,
• Whenever required to actively represent AAH at local authorities’ level: Coordination with Health, Education, Disaster Prevention among others…
• Closely follow up on the overall health and nutrition situation of the camp, and surrounding woredas, zone, and region and interpretation of different indicators such as direct follow up of health status, outbreaks, and general nutrition status and indirectly though other PMs the situation of harvest, hunger gap period, market prices, livestock in the area.

Objective 6: Participation in nutrition strategy development (5 %)

Activities:

• Participate actively in developing a coherent and sustainable nutrition strategy for the country.

Supervisory Responsibilities

• Acting as the direct technical supervisor for Health and Nutrition camp Supervisors, community outreach supervisors, IYCF supervisors, SC supervisors based in Woreda/refugee Operation.

Job Requirements

Required Qualifications and Professional Experience

• Academic Background: Advanced degree in Public Health, Nursing, Nutrition, and another related field.
• Experience: At least 4-to-5 years of practical and proven experience in managing Health and Nutrition relief and development programs and staff.
• Exposure and participation in national and subnational health and nutrition coordination platforms and TWGs.
• Having a better understanding of the global and national humanitarian and development landscape and dynamics.
• Experience in and exposure to INGOs setting is preferred.
• Experience in leading program development, including needs assessment, program design, and proposal development.
• Familiarity with donor-funded projects requirements and procedures.
• Previous experience working for an international NGO is preferable

Required Skills & Competencies

• Experience in nutrition area, Good team spirit, Humanitarian spirit, Knowledge of nutrition and experience in Nutritional program (OTP/SFP/BSFP) and IYC, Capacity to manage priorities, creativity, flexibility; demonstrable ability at report writing English (fluent) and local language of the refugee (asset).
• Strong communication, networking, and representation skill; good strategic and analytical abilities; Embracing Diversity, Self-Awareness and Self-Regulation, good experience in capacity building; and excellent communication skills, proficiency in the use of MS Office and email applications, capable of working in a team.
