Chemonics International, a Washington D.C.-based international development organization, seeks to fill the position of Local Government Specialist for the anticipated USAID Strengthening Ethiopian Civic Voice and Agency (SECVA) project in Ethiopia. The $10-25 million, five-year project will aim to strengthen sub-national government, increase citizen engagement, and strengthen civil society oversight using locally-led, problem-driven, adaptive approaches. The Local Governance Specialist will be based in Addis with extensive travel throughout the country and lead efforts to improve public service delivery, the policy at the local level, promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. Candidates should possess considerable successful experience in engaging with local and national government stakeholders with particular expertise in reform. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Lead activities related to improving the performance and capacity of local governments.
  • Improve the capacity of cities to manage resources and deliver key services.
  • Provide technical assistance to the government to implement national-level standards, policies, and procedures to increase authority and capacity of county administrations and city corporations
  • Advise government institutions on the development of implementation policies, work plans, and systems
  • Promote dialogue among municipal governments to share lessons learned and experiences that will improve good governance practices. Areas of focus may include decentralization, local governance
  • planning and budgeting; municipal service delivery; revenue generation; intergovernmental fiscal relations; and public participation and citizen outreach

Qualifications:

  • Bachelor’s degree in political science, Governance, business, public administration management or related field required, advanced degree preferred
  • Must have at least 8 years experience working with local governments/authorities at a senior management level.
  • Excellent and demonstrated knowledge of the legal and regulatory frameworks for local governments in any jurisdiction in a developing country.
  • Strong experience in providing technical assistance to local governments, including through participatory approaches.
  • Previous management experience of USAID-funded or other donor projects preferred
  • Demonstrated leadership, versatility, and integrity
  • Oral and written fluency in English required
  • Strong demonstrated ability to work in a team environment on highly collaborative projects
