TEAM PURPOSE:

The Logistics Team is part of the business support team accountable for ensuring that all operational procedures of Administration and Logistics are adhered to and implemented in a manner that is compliant with Oxfam policies, standards and procedures. In particular, the team provides professional, business-focused service on logistics, delivering proactive and solutions-based approaches for resolving issues. The team will also ensure that the operational business requirements are effectively managed to deliver organizational results and support the achievement of program outcomes.  

JOB PURPOSE:

The procurement Officer is to work as part of the logistics team, managing all responsibilities related to local procurement, The procurement officer is responsible for ensuring quality in procurement management support across the Gambella program and must be a good user of the Helios system.

KEY RESPONSIBILITIES

  • Plan, manage and provide technical advice on procurement activities, following rules, procedures and regulations.
  • Issue local tenders. Evaluate offers and make recommendations for the finalization of purchases and the award of contracts.
  • Participates in the selection of suppliers based on criteria and conducts a comparative analysis on supplier prices.
  • Carrying out a market assessment to identify potential vendors and evaluating the performance of the suppliers
  • Develops call for proposal, call for acquisition, issue RFQ and Purchase orders.
  • Review technical proposals of suppliers and gain economic savings then increased service levels from suppliers
  • Ensure that Oxfam procurement procedures are followed and that authorization levels are respected
  • Coordinate shipping and delivery arrangements of purchased commodities and equipment.
  • Liaise with organization-appointed inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries.
  • Manage and coordinate negotiations with all interested parties including contract disputes and claims.
  • Prepare reports on procurement activity on a weekly/monthly basis and submit the reports to stakeholders
  • Maintain an accurate physical filing system in place for audits purposes and in compliance with OGB archiving systems.
  • Provide excellent customer service and ensure that a professional manner is maintained with customers at all times
  • Perform other related duties as required.

Experience, Knowledge & Competencies

Essential

  • Bachelor's Degree from a recognized university/college in Operations, Business, Logistics or other areas that bring an added value to the related job.
  • Relevant logistic experience of 4+ years for BA holders or 6+ years for Diploma holders in Logistics and Supplies management preferably in an international NGO
  • Qualifications and/or extensive experience in supply chain-related skills
  • Strong analytical and strategic planning skills.
  • Excellent diplomacy, tact and negotiation skills, and good interpersonal and team skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Willingness to travel 30% to field bases and Addis.
  • Good working knowledge of English,
  • Experience in insecure environments, and knowledge of the principles of security management.
  • Sympathy with the aims and objectives of Oxfam.
  • Commitment to humanitarian principles and action
