Oxfam in Ethiopia is an international NGO working on humanitarian and long-term development programs. Oxfam’s vision is to see disadvantaged women, men and youth, empowered and enjoyed their rights to secure sustainable livelihood and democratic governance. To achieve this goal the organization implements humanitarian response and development programs using innovative approaches. Oxfam believes that the issue of governance and accountability among the CSOs, the public and private sector is one of the challenges of designing and implementing pro-poor policies and programs and achieving the desired development objectives. Accordingly, Oxfam intended to work on the accountability and governance program through building capacity and providing technical support to partners.

The aim of the announcement is thus, to avail for Oxfam services stipulated in the TOR and on other emerging issues coming in consultation of HECA team and Oxfam staff in Ethiopia. Therefore, interested and experienced consultants are invited to apply for the bidding process.

Overall or specific objectives

The overall objectives are: 

• To analyze the connection, complementary and linkages among programs and to realize the One Program Approach (OPA) and
• To become a more learning organization that effectively improve learnings that impact the quality of services positively 

Specific objectives

The specific objectives of learning events:

• To identify weaknesses and strengthen in learning (capturing, storing and utilization)  
• To identify and explore the resources of OiE including staff, budget, and partner organizations’
• To show the way to establish a strong Knowledge Management Centre; what major components are needed for the country office to establishment Knowledge Management Centre under the Program Quality and learning unit.
• To get inputs for the establishment of Learning and knowledge management guidelines 

Job Requirements

Experience and qualification of consultant/firm:

The consultant should have experience in conducting a similar type of learning events and pragmatic experience in developing knowledge management centers with a national and international organization with reputable organizations indicating:

• Evidence of availability of appropriate qualifications, manpower and key staff that will constitute the team.
• CVs or profile of the assigned team member(s) detailing relevant experience.

A task in Brief: Signed ToR on specifications of report format and the deadlines in consultation with Oxfam and the learning review design, sample area selection, overall supervision of the fieldwork, conduct a quantitative and qualitative study, review completed questionnaires, analyze data and final report writing.

Qualification required: The minimum qualifications and experiences required are:

• Master's Degree in Social sciences, Development Studies, Project Management, Knowledge Management or Statistics
• Have excellent experience/knowledge in conducting both quantitative/qualitative research/surveys and learning reviews especially knowledge management establishment.
• Experience in working with national/international NGOs, implementing partner organizations, donors and government agencies at national and sub-national levels
• Proven track record of programs/project evaluations and development of program/project evaluation reports for INGOs/ donors and contributed for utilizations of learning
• Demonstrated ability and skills to analyze and report research findings in a related field
• The team to be involved by the consultant should be similar with the context and able to communicate with groups in the local language
• Practitioner of participatory learning review methodologies
• Good interview and analytical skills
• Fluency in English and knowledge of the local language.
• Good data analysis, report writing in English, and presentation skills
• Ability to meet required

Applicants are required to carefully read through the TOR and based on their interest and previous experience. This invitation to tender has been issued for the sole purpose of obtaining offers for the provision of the quality services requested against the TOR. OXFAM reserves the right not to enter into or award contracts as a result of this invitation to tender.
