Job Description

Canadian Physicians for Aid and Relief (CPAR) is seeking an experienced and collaborative Country Manager to oversee its project implementation in Ethiopia. CPAR has a 38-year history as an international development organization focused on health system strengthening and the determinants of health. The ideal candidate for this role is a seasoned leader with the experience and skills to manage effective implementation of healthcare-focused international development projects in Ethiopia. Reporting to CPAR’s Executive Director, the Country Manager will work in close collaboration with the Administration and Finance Manager, and a skilled and dedicated team of project implementation experts and support staff in Ethiopia. The ideal candidate possesses a collaborative and inclusive leadership style and has proven abilities to build and leverage the strengths of their team members. Subject matter expertise in the following areas are strong assets:

  • Healthcare, and health system strengthening
  • Human rights, sexual and reproductive health, gender equality, gender-based violence

This is a full-time position, based in CPAR’s Addis Ababa office, with occasional travel required to project locations throughout Ethiopia. The salary range for this role is per CPAR’s salary scale and includes a comprehensive benefits package.

Responsibilities

Leadership

  • Provides responsible and respectful overall leadership of all CPAR work and activities in Ethiopia.
  • Works in close collaboration with the Administration and Finance Manager to lead theCPAR Ethiopia office.
  • Conducts regular one-on-one meetings and regular performance appraisals with direct report
  • Working closely with Administration and Finance Manager to coordinate their functional relationship.
  • Advocates and is responsible for the safety of all staff and takes the lead role in emergency situations.
  • Provides and demonstrates leadership that ensures a healthy, respectful, ethical,inclusive, discrimination-free and harassment-free workplace for all staff.

Representation

  • Represents CPAR in Ethiopia to government officials, stakeholders and the NGO community and increases CPAR’s profile in Ethiopia through representation activities.
  • Seeks and promotes quality partnerships to carry out CPAR’s vision and mission in Ethiopia.
  • Seeks funded project opportunities and participates in proposals to grow CPAR’s funded activities in Ethiopia.

Management

  • Ensures that deliverables for all projects are met and submitted in a timely manner.
  • Ensures all applicable Ethiopian jurisdictional and legal requirements are met.
  • Ensures, in collaboration with CPAR’s Canadian office that CPAR, Government of Canada and funding agency requirements applicable to activities in Ethiopia are met.
  • Ensures the effective dissemination of and adherence to CPAR and funding partner policies and procedures.
  • Directly supervises Project Managers.
  • Maintains a functional relationship with the Director of Programs and Project Support, and Country Coordinator.
  • Provides oversight of all labor relations and resource activities and issues in collaboration with the Administration and Finance Manager and Project Managers.
  • Sits on project decision-making committees, and CPAR committees as required.
  • Identifies all significant risks or potential risks to CPAR Ethiopian operations and advises CPAR Canada leadership in a timely manner.

Job Requirements

  • University Masters degree and above in Public Health, Management, International development or similar.
  • Eight-Ten years of progressive work experience in international development health programming, working with NGOs, United Nations, or similar agencies.
  • Outstanding writing skills: reviewing, editing and synthesizing field reports, analyzing qualitative and quantitative data, articulating results and producing high quality donor reports
  • Experience in preparing or supporting the development of new health focused programs
  • Experience in networking and liaising with representatives of the international donor community
  • Experience in managing budgets and grants
  • Experience in Results-Based Management (RBM), project cycle management
  • Demonstrated ability to interact and communicate clearly and effectively with various audiences such as CPAR leadership, staff, donors and the public.
  • Task-focused and organized: demonstrated ability to set priorities and meet deadlines with strong attention to detail Strong leadership, interpersonal and cross-cultural skills
  • Extensive experience in managing staff, teams, and resources
  • Highly proficient in Microsoft Office Suite.
  • Familiarity with QuickBooks is an asset
  • Resourcefulness, flexibility, innovativeness and creativity are assets
