INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Project Background

The Danish Refugee Council (DRC) is implementing the Ethiopia Migration Programme (EMP) to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia.

Overall Purpose of the Role: 

The Emergency Manager will be responsible for leading the development and management of EMP’s migration-related emergency response in Ethiopia. In collaboration with the Chief of Party (COP) and Deputy Chief of Party (DCOP), the Emergency Manager will lead planning and implementation of the ongoing emergency response activities as well as the scale-up or start-up new emergency interventions. Key to the position will be ongoing analysis of the migration-related humanitarian context, developing and adapting EMP’s emergency response strategy as well as leading on designing EMP approaches and representing EMP at relevant cluster(s) and fora. 

This position will be based in Addis Ababa, Ethiopia with travel to response areas. We are looking for individuals who have a passion for making a difference in the lives of people on the move in Ethiopia.

RESPONSIBILITIES 

  • Under the direction of the Deputy Chief of Party (DCOP), oversee the development of workplan and associated activity-based budgets (ABB) for the emergency response activities.
  • Support the COP and DCOP in ensuring that all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.
  • Develop a mobile, highly skilled and deployable emergency team, comprising both staff and short-term technical assistance/surge, to deliver emergency responses.
  • Lead in the design and development of new programme activities under the component in consultation with the other programme component leads and technical advisors.
  • Work with EMP and DRC support services teams to ensure that operational preparedness is maintained to enable swift emergency actions, such as framework agreements, rolling recruitments and pre-positioning.
  • Support monitoring and evaluation systems to ensure and enhance programme effectiveness and quality.
  • Contribute to cross-programme learning, documenting issues and adjusting programming to reflect an evolving context.
  • Maintain good working relationships with officials, government ministries, implementing partners and international and local NGO community, where necessary; and
  • Represent the programme at internal and external meetings and different fora as requested by the COP and DCOP.

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • Minimum of 5 years’ proven and relevant work experience in emergency, humanitarian and/or development sectors and ideally with at least 5 years is in a senior position.
  • Proven experience designing and implementing emergency response interventions.
  • Substantial experience in both a technical advisory role and with hands-on program management and implementation across the project/program cycle
  • Confident and effective representation and communication skills
  • Analytical thinking and supervisory skills
  • Excellent organizational skills, ability to determine priorities and attention to detail
  • Excellent verbal, written and analytical skills in English.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders. 

Education (include certificates, licenses etc.):

  • Degree in law, social sciences, international development, or other relevant field

Languages: (indicate fluency level)

  • Excellent verbal and written English.
  • Fluency in Amharic
  • Other local languages a plus
