The Role

The MEAL Officer is responsible to support the MEAL function including methodological design, preparing data collection tools, lead data collection, data cleaning, and data analysis, and reporting MEAL activities for all Oxfam projects in the field office. S/he will provide MEAL technical support in need assessment, baselines, evaluations, establishing and implanting beneficiary compliance and feedback system, monitoring MEAL activities and ensuring program quality as per Oxfam program quality standard, Core Humanitarian Standards as well as CAMSA minimum requirement and work closely with the field program teams, Other INGOs, Cluster members, partners, other local agencies, and key line-local Government officials.

• Development and carry MEAL system of the project
• Develop the MEAL Framework and tools for the project.
• Setting MEAL indicators for the project
• Develop and manage the MEAL system and processes and ensure stakeholder participation
• Oversee the implementation and compliance/delivery of the project team to the country’s MEAL system.
• Lead the Program Baseline study and Evaluation process.
• Develop and disseminate leanings of the project

Build MEAL capacity in individual country programs

• Assist partners and the project team in identifying MEAL priorities.
• Organize relevant training and other capacity-building events for partners to carry out MEAL
• Provide technical guidance to project teams including partners with planning the design and implementation of baseline/midline and other data requirements to support program analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of program progress.
• Undertake periodic monitoring and technical support visits to program areas to assess progress against the agreed MEAL system and recommend corrective actions as appropriate.
• Work closely with Programme Focal Points and partners to ensure appropriate feedback mechanisms are incorporated into project teams’ and partners’ projects.

An ideal candidate for the role will also have:

Essential

• Bachelor’s degree in social sciences from a recognized university.
• At least 3 years experience of work in emergency or development context projects with Monitoring, Evaluation, Accountability, and Learning skills.
• Good knowledge in Monitoring, Evaluation, Accountability, and Learning.
• Fluent written and spoken English and Amharic.
• Experience of working in a multicultural team.
• Excellent coordination skills.
• Strong commitment to gender equality and social justice.
• Proven knowledge of computerized systems; high degree of computer literacy and word processing and spreadsheet skills
• Excellent communication and interpersonal skills
• Knowledge of simple Excel functions, including formulas
