ROLE PURPOSE:
The Deputy Director of Program Implementation is primarily responsible for the leadership and management of North Response, implemented in 3 Area offices, and the response quality assurance including reporting. Moreover, s/he will also be responsible for emerging responses in other locations in consultation with DPI including development and implementation of the response plan, budget preparation, and monitoring and supervision of the responses. S/he will be also responsible for representing the response management in a different forum, briefing, updating, and facilitating response program field visits.
Moreover, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Performs other related tasks as required and as assigned by his/her supervisor.

Staff directly reporting to this post: Senior Response Manager- PI, Senior Response Manager- Technical, with stronger dotted line management with the Area Managers, Field Office Managers, and Senior Program Managers
Budget Responsibilities: USD 50 – 100 million

Roles and Responsibilities
Operations Team Leadership
- Comply with SC policies and practices with respect to child safeguarding, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
- Ensure all North emergency response staff are fully briefed on all aspects of core policy, safety and security, social and cultural norms, and local conditions and behavior.
- Establish and maintain practical working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors, and other stakeholders in relation to the northern response.
- Continuously review and recommend changes to the team composition and functioning with Country Office and partners to maximize response program quality and effectiveness.
- Ensuring relevant monitoring plans and systems for identifying and tracking the indicators and developing processes/procedures and forms to support monitoring, informed learnings are established and implemented.
- Ensure that the required support is provided promptly, at scale, and in line with the rules and principles during emergencies, working closely with the Program Development and Quality Team.
Oversight and Management of Program Implementation
- The primary responsibility of this position is to provide Emergency Response Progrogram management support to the Northern Area Managers and Afar Field office, timely & coordinated Emergency response and implementation of quality programs, as well as operations core business processes.
- In close coordination with the Program Development and Quality Team to ensure that the Area Emergency Managers and their teams are fully involved in proposal development
- Ensure that area teams undertake monthly Award Implementation Review (AIR) sessions to monitor expenditure against budget (Budget Variance Analysis – BVA) and that all programs progress in accordance with grant agreements and are completed on time, on budget, with compliance, and with an emphasis on cost-effectiveness, innovation, and high-quality programming to serve hard-to-reach children.
- Through monthly reports received from the area offices, to retain oversight of the budget situation in each area office and ensure that area offices are efficient at covering all of their costs.
- Have overall budget holding responsibilities for programs/projects implemented in each area, in line with the SOD threshold of the position.
- Consistent with established benchmarks, plans, and organizational policies, and in close cooperation with the Response team.
- Working with Area and Field Managers and the Humanitarian Director, ensure that the Northern area staff across all work sectors are familiar with, adhere to, and implement the procedures and processes detailed in the Rules and Principles for emergency response.
Budget Management
- Leads the implementation of response budgets, while keeping relevant stakeholders informed and ensuring corrective actions are taken where required.
- Ensure the development master budgets are aligned with the Response objectives, for the duration of the response and for multiple sites and multiple sectors where appropriate.
- Ensure expenditure is authorized in accordance with the budget authorization procedures within the scheme of delegation.
- Ensure appropriate action is taken for a budget under/overutilization identified working closely with Award team.
- Monitor for significant variances between budget and actual expenditures.
- Ensure that budget holders under direct report prepare reports on the financial performance of their award as required either by donors or by other, internal demands.
Representation
- Represent SC and the Northern response on a national, regional, and international level to donors and members of the humanitarian community, as and required.
- Help shape broader sector strategies through the influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed.
- Ensure SCI response review framework is implemented and lessons learned/recommendations followed up.
- Proactively seek and maintain, active and regular working relationships with government authorities, development, humanitarian and corporate donors, and partner agencies.
- Interact regularly with relevant stakeholders to ensure awareness of SC programs and to collect up-to-date information about the plans and programs of other actors.
Partnership Management
- Support the Partnership Manager to ensure all our national and international partners are able to deliver the programs as per the SGAs and in compliance with the rules and regulations of SCI and the donors.
- Support the Partnership Manager to ensure the technical and operational capacity of our implementing partners are enhanced.
- Support the Partnership Manager to ensure strong and vibrant local Civil Society Organisations are developed through our support in the northern areas we are implementing programs.
Safety and Security
- Support the Director of Program Implementation and the Director of Safety and Security to ensure that each part of the Northern operational area holds a clear, updated, and understood contingency plan to respond to various foreseen and potential scenarios.
- Support the DCD Program implementation and the Director of Safety and Security in promoting a culture of security awareness and a shared duty of care amongst staff in area teams.
Staff Management, Mentorship, and Development
- Responsible for ensuring that strong performance monitoring culture is promoted at all Emergency affected areas & field office level.
- Develop high performing team through identification and management of talents and put a succession plan in place for all the senior roles in the Program Implementation
- Establish a result-based system and follow-up.
- To act for the Director of Program Operations in his/her absence.
QUALIFICATIONS
- Bachelor's degree in Development Studies, Development Management or other Social Sciences and a minimum of 10 years’ management experience
EXPERIENCE AND SKILLS
Essential
- Minimum of 10 years’ management experience in a corporate or an NGO environment, in a range of cultures including significant field operations experience, running both emergency and development programs.
- Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organization structure.
- Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results.
- Ability to analyze information, evaluate options and think and plan strategically.
- An in-depth understanding of national and international development issues particularly in relation to children.
- Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
- Excellent interpersonal, communication, and presentation skills.
- Fluency in written and spoken English.
- Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies.
- Willingness to spend significant time in visiting field offices.
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
