JOB CONTEXT: The HI Ethiopia-Somalia program is currently implementing 15 projects in various sectors of interventions, including Inclusive Humanitarian Action, Mental Health and Psychosocial Support, Protection, Physical and Functional Rehabilitation, Livelihood and Education. The program has long-standing programming in Addis Ababa, Oromea, Somali, Dire Dawa, Gambella and Benishengul-Gumuz. Since 2021, the program has also been responding to the current crisis in Northern Ethiopia, with new bases in Tigray and Afar. In Somalia, the program is intervening in Somaliland – with a coordination base in Hargeisa – but also in Mogadishu. **
With an average yearly budget of 4.5 million EUR (and increasing), the program is expanding based on its 3-years operational strategy and switching from chronic crisis responses to more emergency responses, in order to meet the needs of the most vulnerable and especially people with specific needs. Among the main donors for HI operations, we have ECHO, BHA, PRM, CDCS, EHF, MoFA Luxembourg and GFFO.
HI is working with national organizations, mainly Organizations of Persons with Disabilities, but is also in working in consortium with INGO partners, such as OXFAM, ACF, PAH, DRC, etc. HI recently took the lead of a consortium funded by ECHO to respond to the Northern Crisis with IMC and MTI.
The main operational constraints are faced for operations in Tigray, where access, security, communications, etc. are huge issues to be overcome.
HI Ethiopia-Somalia is recruiting a Chief of Party to coordinate a consortium with IMC and MTI to implement a project funded by ECHO for 10 Months in Tigray and Amhara – regions affected by the conflict with access, security and implementation challenges.
YOUR MISSION: Under the responsibility of the Program Director, as lead of a consortium with IMC and MTI, you ensure good coordination, management practices, quality implementation at HI and partner’s level to achieve set objectives. Your main responsibilities are: **
Be the manager (direct report) of the project team (2 staff in direct)
Contribute to steering organization transformation, in particular through managerial and work practice change and continuous improvement of working processes
Standards et expertise*:* ensure deployment and compliance with HI's global frameworks, institutional policies and standards. This includes but not limited to: mandatory frames of reference (such as HI's mission and values or HI's Theory of Change: access to services), all HI institutional policies (Security/Code of Conduct and Protection/Anti-Fraud and Corruption/PME and Project Quality Framework/Age-Gender-Disability), all institutional guidelines and processes; delegation thresholds; security levels...**
Operational management: ensure the proper implementation of the project, in collaboration with the consortium member organizations, relevant services and in line with general standards and procedures
Ensure data management of the project
Coordination & partnership management
Influence, communication and advocacy : you develop HI's external influence (forums, operational & strategic alliances, etc.) and the organization's external representation (events, media) **

The international contract provides social cover adapted to your situation:**
Salary from 2850 € gross/month upon experience ; Perdiem: 515 € net/month - paid in the field
Paid leaves: 25 days per year; R&R: 1 day a month
