Duration of contract: One year, with a possibility of extension

Project Duration: Five years

Place: Ethiopian Public Health Institute, Addis Ababa

Reporting to: National Data Management Center for health (NDMC)

BACKGROUND

The Ethiopian Public Health Institute (EPHI) has received financial support from the World Bank for Africa CDC Regional Investment Financing project to strengthen regional infectious disease detection and response systems. EPHI is the technical wing for the FMoH re-established as an exciting and dynamic autonomous federal government institute having its own legal entity in charge of three main objectives as expressed in the regulation number 301/2013: 1) Research on priority public health and nutrition issues (based on national public health research agendas), generate, translate and disseminate scientific and technological knowledge; 2) Surveillance for the early identification and detection of public health risks and prevent public health emergencies through adequate preparedness, alert, timely information to respond effectively and timely and ensure rapid recovery of the affected population from the impact of public health emergency; 3) national laboratory services on emerging and re-emerging public health emergency threats including referral diagnostic, back up services and analytical tests and support the capacity building of health and food science laboratories at the national level for quality laboratory services. In 2018, the institute has established a National Data Management Center for health (NDMC) to transform its data systems, evidence generation and data use for public health emergency responses.

NDMC is a responsible to centrally archive health and health related data; ensure data governance and security; create platforms for data sharing; process and manage data by applying robust data analytic technics, integration of datasets and data science; generate and synthesis evidence; and ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels; ensure relevant capacities are built at local, national and regional levels and to serve as canter of excellence.

 In the project, the NDMC is responsible to support Africa CDC Regional Investment Financing Program (ACDCP) functions related to developing innovative interconnected and interoperable disease surveillance and reporting systems, network regional and continental partners and with Africa CDC and to build data analytic, disease surveillance and reporting, integrated data analysis, evidence translation, and database development and evidence synthesis capacities, digital platforms and data sharing , will also serve as a regional and continental information hub. For the effective implementation of these activities EPHI is looking for high caliber data Analyst for surveillance and real time reporting with strong qualification and experience.

OBJECTIVE

The objective of this post is to ensure deployment of high calibre expert capable of organizing surveillance and laboratory data following standards, performing data harmonization and integrated surveillance and laboratory data analysis and disease intelligence and generating evidence for emergency public health responses.

This will contribute to the success of the Africa CDC Regional Investment Financing project as a whole. To this end, EPHI wants to recruit a data analyst who has expertise in surveillance, laboratory and Anti-Microbial Resistant data integration, analysis and developing a system for real time reporting.

 ROLES and RESPONSIBILITIES

  • Discover efficient ways to organize, store and analyze surveillance and laboratory with attention to security and confidentiality
  • Demonstrate advanced data management skills, strong understanding of databases and data analysis procedures
  • Develop and implement Data Management Plan (DMP) and procedures
  • Ensure timely data flows and data security to and from EPHI/NDMC as well as within EPHI/NDMC
  • Develop data entry platforms, data dictionary using the above software
  • Understand existing data sharing policy and practices  
  • Establishes data quality standards work with research data reporting directorates within EPHI and outside of EPHI to ensure that data standards are met
  • Prepare datasets for analysis and respond to data sharing requests as per the centers policy
  • Develop data tracking mechanisms from different data sources
  • Perform advanced statistical analysis for heterogeneous, epidemiologic, surveillance, clinical, evaluation, biomedical and laboratory data and others
  • Apply advanced data science techniques, methodologies and tools for analyzing heterogeneous, epidemiologic, surveillance, clinical, evaluation, biomedical and laboratory data 
  • Analyze data using different statistical software such as CSPro, EPI-Info, Stata, SPSS, R etc.
  • Apply big data analytic techniques and application i.e python, R, programming and data science
  • Advise the data analytic and visualization team on the statistical methodologies, principles, techniques and tools to build advanced analytics using data science techniques.
  • Perform data integration and advanced data analysis with machine learning
  • Enforce institutional and national data sharing policies for effective data management
  • Develop and maintains a public access or limited access data research portal
  • Present and re-present NDMC activities at national and international fora 
  • Coordinate digitizing, and centralizing of existing database and newly established databases
  • Mentorship and supervision of data reviewers, data science fellows and junior staff.
  • Develop and publish technical reports, guidelines, standard operating procedures and manuscripts

METHODOLOGY 

The data Analyst for surveillance and real time reporting will work closely with the National Data Management center (NDMC), Public Health Emergency Management (PHEM), Lab capacity and Anti-Microbial Resistance (AMR) units and support Africa CDC Regional Investment Financing Program (ACDC) function related to surveillance data management, disease intelligence, developing innovative interconnected , interoperable disease surveillance and reporting systems.

REPORTING

  • The Data Analyst (Surveillance, Laboratory and Anti-Microbial Resistant data Integration and Real time) is Reporting to the NDMC Coordinator
  • The Data Analyst (Surveillance, Laboratory and Anti-Microbial Resistant data Integration and Real time will base in EPHI/NDMC in Addis Ababa.

Job Requirements

  • MSc degree in biostatistics Epidemiology
  • Background in Health Sciences, Statistics, Biostatistics, Mathematics
  • 8+ years proven experiences on health and health related data management and analysis .

CONTRACT DURATION and REMUNERATION

  • The contract will be for one year with possible extension upon satisfactory performance and the need as of business continuity.
  • Salary will be based on the qualifications and experience and in accordance with MOFC’s contract salary scale.
