Reporting to: National Data Management Center for health (NDMC)

Background

National Data Management Center for health (NDMC) is a responsible to centrally archive health and health related data; ensure data governance and security; create platforms for data sharing; process and manage data by applying robust data analytic technics, integration of datasets and data science; generate and synthesis evidence; and ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels; ensure relevant capacities are built at local, national and regional levels and to serve as center of excellence.

Inline with this the Government of Ethiopia has received financial support from the World Bank to support Africa CDC to strengthen regional infectious disease detection and response systems. With this regard the National Data Management Center for health (NDMC) is responsible to support ACDCP functions related to data-sharing, disease surveillance and reporting, integrated data analysis, evidence synthesis, evidence translation, and database development and to serve as a regional and continental information hub. For the effective implementation of these activities EPHI is looking for high caliber SENIOR EPIDEMIOLOGIST with strong qualification and experience.

Objective 

The objective of this post is to ensure deployment of high caliber SENIOR EPIDEMIOLOGIST, who can technically lead overall national and subnational burden of diseases study in line with its intended purposes, who can contribute in network regional and continental partners and with Africa CDC, to build data analytic, disease surveillance and reporting, integrated data analysis, digital platforms and data sharing. To this end, EPHI wants to recruit a SENIOR EPIDEMIOLOGIST.

 ROLES and RESPNOSIBILITIES

  • Lead epidemiological researches of the center with considerable application of epidemiological techniques and working closely with local, sub-national ACD and regional partners
  • Coordinate national epidemiological research, research strategies/ research themes in public Health Emergency areas.
  • Articulate national research strategies, research questions and action plans that require epidemiology research Leadership skill
  • Design different types of epidemiologic research, research proposals and protocols that use secondary epidemiological data Assess the quality of epidemiological and public health emergency data collected from different sources and determine its use for generating evidence to support health policy decision
  • Provide technical support to the data repository and governance team and evidence generation and translation team in developing evidence use tracking mechanisms at national and regional levels
  • Disseminate research findings using different scientific and media outlets including organization of workshop, scientific presentations, producing evidence briefs, communication through mass media
  • Write scientific manuscripts and technical reports and publish on reputable journals
  • Engage in national research and epidemiological data source collaborators network and routine epidemiologic data source collaborators networks
  • Facilitate mapping, centralizing, digitizing epidemiological and public health emergency data collected from different sources
  • Provide technical support to data analytic and visualization team on epidemiological data management and analyses techniques, tools, methods and in setting indicators for evidence generation and visualization platforms
  • Provide epidemiological research, data management and analysis trainings.
  • Network with ACDC, FMoH, regional health bureaus and partners
  • Support grant and proposal writing initiatives of the center
  • Provide substantial contribution in the scientific advisory committee, research technical working groups and others activities
  • Develop plan, monitor and evaluate project progress and outcomes
  • Perform other assigned activities as necessary

METHODOLOGY

  • The senior epidemiologist will work closely with NDMC teams, Public Health Emergency Management ( PHEM), Lab capacity and Anti-Microbial Resistance (AMR) units and support Africa CDC Regional Investment Financing Program (ACDC),disease intelligence, developing innovative interconnected , interoperable disease surveillance and reporting systems.

Job Requirements

Background in infectious diseases, epidemiology, tropical disease, public health, health sciences

  • PhD in Epidemiology and 8 years experiences Or
  • MSc in Epidemiology and 10 years of experiences

DESIRED SKILLS and EXPERIENES

  • Ability in conceptualizing, devising and leading national epidemiological research, research strategies/ research themes
  • Ability to work with multiple Epidemiologic research data systems and multiple data teams
  • Ability to work with research institutes, academia and the health sector, with local and international collaborators
  • Demonstrated ability in advanced Epidemiology and quantitative science
  • Demonstrated experience in disease epidemiology of Ethiopia’s priority and health risk factors
  • Demonstrated experience in designing different types of surveys and research programs, research proposals and protocols,
  • Ability to supervise junior researchers, data managers, data analysts and different data sources
  • Be familiar with local and international research ethics
  • Be able to provide substantial contribution in the scientific advisory committee, research technical working groups and others
  • Be able to use statistical software such as STATA, SPSS or R etc.
  • Demonstrated research communication and interpersonal communication skills
  • Experience working with existing health policies, strategies and plans of the country
  • Ability to coordinate research workshops and conferences
  • Ability to negotiate with funding organizations, research institutes and individual researchers
  • Able to facilitate and assist in mapping, centralizing, digitizing, manage and analyze existing and new data sources in the country
  • Demonstrated ability to produce policy relevant findings from rigorous systematic reviews, in-depth analysis of studies etc.
  • Ability to identify evidence demands and supplies of FMoH
  • Ability to assess the quality of different sources of evidence to facilitate for health policy decision
  • Ability to coordinate evidence to policy translation forums and dialogues
  • Ability to develop evidence use tracking mechanisms at national and regional levels

CONTRACT DURATION and REMUNERATION

  • Demonstrated ability in disseminating research findings with different means including publication, technical report, evidence briefs, policy briefs…
  • The contract will be for one year with possible extension upon satisfactory performance and the need as of business continuity.
  • Salary will be based on the qualifications and experience and in accordance with MOFC’s contract salary scale.
