Reporting to: National Data Management Center for health (NDMC)

BACKGROUND                     

National Data Management Center for health (NDMC) is a responsible to centrally archive health and health related data; ensure data governance and security; create platforms for data sharing; process and manage data by applying robust data analytic technics, integration of datasets and data science; generate and synthesis evidence; and ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels; ensure relevant capacities are built at local, national and regional levels and to serve as center of excellence.

Inline with this the Government of Ethiopia has received financial support from the World Bank to support Africa CDC to strengthen regional infectious disease detection and response systems. With this regard the National Data Management Center for health (NDMC) is responsible to support ACDCP functions related to data-sharing, disease surveillance and reporting, integrated data analysis, evidence synthesis, evidence translation, and database development and to serve as a regional and continental information hub. For the effective implementation of these activities EPHI is looking for high caliber Senior Health Economist with strong qualification and experience.

OBJECTIVE                                            

The objective of this post is to ensure deployment of high caliber Senior Health Economist, who will lead, coordinate, monitor and perform economic evaluation activities of the center who can also contribute in networking regional and continental partners and with Africa CDC, evidence translation and evidence synthesis capacities, digital platforms and data sharing. To this end, EPHI wants to recruit a Senior Health Economist.

ROLES AND RESPONSIBILITIES                           

  • Lead, coordinate, monitor and perform economic evaluation activities of the center
  • Develop health economics, health care financing and pricing methodologies and models (quantitative and qualitative)
  • Uses various quantitative and qualitative techniques to perform costing, cost-of-illness, cost effectiveness of projects, programs and interventions, cost utility, health care financing and policy analyses.
  • Provides economic analytical and evaluative techniques to identify, consider, and propose action for improving health and wellbeing
  • Develops, reviews, and/or prepares necessary technical and program-related reports, research manuscripts including presentations, briefs and working papers.
  • Present findings from economic and impact analysis work and communicate findings orally, in technical report, policy brief and publications to high level decision makers and stakeholders.
  • Provides different efficiency analysis (technical, allocative, productivity) in the health sector as well as for the priority programs in the country.
  • Provides health economics, health care finance and costing expertise/ technical assistance to NDMC and EPHI.
  • Conduct different economic evaluation analysis from different perspectives (health care provider, patient and societal), and its effect on the budget impact analysis for policy decision-making.
  • Develop and design different economic analysis techniques at the macroeconomic level and fiscal space analysis in the health sector.
  • Analyze different health care financing approaches/strategies including the impact of out- of-pocket spending/ catastrophic health care spending on the health service coverage/impact.
  • Support the development of activity-specific work plans and budgets for NDMC.
  • Guides and supports health economics data collection and review, policy formulation, training and capacity building efforts in support of NDMC activities and deliverables.
  • Develop, organizes and conduct short and long term trainings, conferences, workshops, and meetings on economic evaluation and costing.
  • Participates, and represents NDMC/EPHI in conferences and symposia.
  • Develop national economic evaluation/ health technology assessment guidelines, job aids and toolkits for the NDMC/EPHI
  • Support the institutionalization of health technology assessment/ economic evaluation capacity at the NDMC/EPHI
  • Contributes to new EPHI business development efforts, as required and appropriate
  • Support health economics evidence generation activities at EPHI
  • Produce evidence/policy briefs, manuscripts for publication and technical reports

METHODOLOGY  

  • The senior health economist will work closely with the National Data Management center (NDMC), Public Health Emergency Management (PHEM), Lab capacity and Anti-Microbial Resistance (AMR) units and support Africa CDC Regional Investment Financing Program (ACDC), disease intelligence, developing innovative interconnected, interoperable disease surveillance and reporting systems.

Job Requirements

  • PhD in Economics or Health Economics, or PhD in public health/epidemiology with significant coursework in health economics and finance and 8 years of experience in economic evaluation, health economics, health finance, or experience in other fields related to the duties described above. Or
  • MSc in Economics or Health Economics, and 10 years of experience in economic evaluation, health economics, health finance, or experience in other fields related to the duties described above.

DESIRED SKILLS AND EXPERIENCES     

  • Demonstrated problem solving, analytic, financial, and evaluative skills (advanced knowledge on Microsoft excel, STATA, HAPT, One health Tool and other costing tool etc.).
  • Experience translating/communicating economic data for decision making and policy input such as health care financing system of the country
  • Strong interpersonal, writing and organizational skills.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Ability to respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.
  • Ability to run different costing (One Health tool) and economic evaluation statistical analysis (Tree Age, excel spread sheets, etc.) software
  • Strong knowledge of biomedical, biostatistics, public health research and development methods, epidemiology, decision-analytical modeling, marketing and health insurance.
  • Experience in developing decision tree analysis /Markov modeling on the different economic evaluation projects
  • Has a good balance of knowledge and understanding across the scientific, analytical and policy aspects associated with healthcare economics
  • Strong negotiation skills: can effectively drive cross-functional discussions and decisions toward desired end results
  • Proven teamwork skills: has a proven track record of working highly effectively, efficiently and collaboratively with others. Has proven experience and skills working with multi-disciplinary teams

CONTRACT DURATION AND REMUNERATION      

  • The contract will be for one year with possible extension upon satisfactory performance and the need as of business continuity.
  • Salary will be based on the qualifications and experience and in accordance with MOFC’s contract salary scale.
