BACKGROUND

National Data Management Center for health (NDMC) is a responsible to centrally archive health and health related data; ensure data governance and security; create platforms for data sharing; process and manage data by applying robust data analytic technics, integration of datasets and data science; generate and synthesis evidence; and ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels; ensure relevant capacities are built at local, national and regional levels and to serve as center of excellence.

Inline with this the Government of Ethiopia has received financial support from the World Bank to support Africa CDC to strengthen regional infectious disease detection and response systems. With this regard the National Data Management Center for health (NDMC) is responsible to support ACDCP functions related to data-sharing, disease surveillance and reporting, integrated data analysis, evidence synthesis, evidence translation, and database development and to serve as a regional and continental information hub. For the effective implementation of these activities EPHI is looking for high caliber SENIOR INFECTIOUS /TROPICAL DISEASE EXPERT with strong qualification and experience.

OBJECTIVE

The objective of this post is to ensure the deployment of high caliber Senior Infectious Disease or Tropical Diseases expert, who can lead and work on different tropical and infectious diseases and the programmatic and operational constraints facing national control programs and public health emergency responses who is also capable of developing Infectious disease surveillance and reporting systems, network regional and continental partners and with Africa CDC, digital platforms and data sharing. To this end, EPHI wants to recruit a Senior Infectious Disease or Tropical Diseases expert.

ROLES and RESPONSIBILITIES

  • Support mapping, collation and analyses of wide range of surveillance and laboratory data to understand the epidemiological characteristics of different tropical and infectious diseases and the programmatic and operational constraints facing national control programs.
  • Apply mathematical models of selected infectious and tropical disease posing health security concerns at sub-national, national, regional and continental levels to provide early warning and epidemic alert for surveillance and response system at EPHI, FMOH and ACDC and to answer questions around optimal and cost-effective intervention implementation.
  • Lead and coordinate infectious disease modeling, forecasting and advanced analyses endeavors of the center/institute and the project
  • Lead the center/institute’s disease intelligence endeavors
  • Support the infectious disease modeling and data analytic team of the center
  • Advise the data analytic and modeling team on the different infectious disease modeling methodologies, tools, techniques.
  • Coordinate technical expertise within and outside of the country to advance infectious disease data archiving, advanced analyses, evidence generation and transition
  • Work closely with national tropical and infectious diseases control programs, ACDC and other partners to forge new collaborations and iteratively produce outputs to support in- country and regional decision making for health security
  • Write technical and non-technical reports; produce high quality graphics, and present outputs at meetings and international conferences.
  • Produce of maps of both epidemiological and control impact data for the different interventions given for tropical and infectious disease
  • METHODOLOGY
  • · The senior infectious disease expert will work closely with the National Data Management center (NDMC), Public Health Emergency Management ( PHEM), Lab capacity and Anti-Microbial Resistance (AMR) units and support Africa CDC Regional Investment Financing Program (ACDC), disease intelligence, developing innovative interconnected , interoperable disease surveillance and reporting systems

Job Requirements

  • Background in Public health, Epidemiology, Tropical Disease, Infectious Disease epidemiology
  • PhD degree in tropical disease or infectious diseases, infectious diseases epidemiology and 8 years of experiences or MSc in tropical disease or infectious diseases, infectious diseases epidemiology and 10 years of experiences

DESIRED SKILLS AND EXPERIENCES

  • Experience using R, Python, skills in biostatistics, data cleaning, data visualization
  • Experience with monitoring and evaluation methods in disease control programs
  • Knowledge of disease/infection mapping methodologies
  • Familiarity with infectious disease modeling
  • Excellent verbal, written and communication skills in English
  • Working knowledge of GIS software, either ArcGIS, GIS etc. or mapping packages within R
  • Data management and presentation
  • Good working relations with staff and project partners

CONTRACT DURATION AND REMUNERATION

  • The contract will be for one year with possible extension upon satisfactory performance and the need as of business continuity.
  • Salary will be based on the qualifications and experience and in accordance with MOFC’s contract salary scale.
