Job Purpose

The senior Finance Officer will provide support to the Head of the Country Cluster (HCC) by carrying out financial control and support functions within the direction and parameters set by the Secretariat and regional finance unit. Her/his main responsibility is to support (HCC) in the financial management of the Operations implemented under the Country Cluster Delegation and in accordance with IFRC procedures and practices. Additionally, the Senior Finance Officer will work closely with ERCS program departments on issues of financial concern with an emphasis on accountability, transparency, efficiency, and capacity building.

Job Duties and Responsibilities

Internal Control and Risk Management

  • Make sure that before advancing any payments the outstanding NS WA balance should not exceed the maximum balance limit as set out in the letter of agreement for the project.
  • Make every effort to ensure that outstanding working advances of Country Cluster staff are accounted for every month (preferably just before the end of the month).
  • Make sure that a specific Letter of Agreement for the project exists between the federation and the NS which includes the Terms and Conditions for the project support to national societies before releasing a working advance request.

Support and Capacity Building

  • Support County Cluster heads to coordinate the compilation of the delegation's budget and financial plans and advise other staff on financial matters.
  • In collaboration with Finance and Administration Coordinator, assist country delegations and program delegates in financial matters relating to their programs, where requested, including the preparation of program budgets.

Financial Management

  • Working closely with ERCS and DJRC to develop the financial management and reporting capacities of the NS, in terms of using the WWPP and WA system as a learning process.
  • Enter Djibouti NS Working Advance financial data into the CODA financial systems (INTRAY) ensuring compliance with the IFRC Chart of Accounts and financial procedures.
  • Check all CODA account journals to ensure the correct account, project activity, and donor coding before passing them on to the Zone office for updating the general ledgers.
  • Ensure the document is authorized by Finance and Administration Coordinator/Finance Delegate (as appropriate) and relevant Programme manager before input into CODA.
  • Current month original documents to be filed according to the standard filing system.
  • After month-end closure, ensure that all originals are copied and filed to the same system for retention within the delegation.

Specific duties related to NS financial matters include:

  • Make sure that a specific Project funding Agreement for the project exists between the federation and the NS which includes the Terms and Conditions for the project support to national societies before releasing cash transfer /working advance requests.
  • Follow up to get the acknowledging receipt of the cash transfer/working advance payment and ensure the monies are properly spent in accordance with the budget.
  • Ensure the report has been made in accordance with the WWPP report format and ensure spot check is done.
  • Ensure the report has been made in accordance with the standard working advance report format and ensure all supporting documents are attached.
  • Follow up on submission of WWPP/ WA report in accordance with the deadlines agreed in the letter of agreement for the project.
  • Ensure that an outstanding WA balance report should be signed and agreed upon by the NS at the end of each reporting period.

Monitoring

  • Monitor the budget of the Country Cluster office and ensure accurate accounting, authorization & internal control procedures. Investigate and address significant variances.

Administration

  • Review and advise the Program Coordinator on the finance sections of funding proposals for donors.
  • Validate and prepare payments for approval by the budget holder and ensure proper coding and required support documents are attached according to IFRC Regulations
  • Liaise effectively with various internal and external parties including banks, suppliers, National Society staff, and regional office staffs
  • Provide administrative support to the Country Cluster Office as required and directed by the HCC.

Education

  • University Degree in Business Administration, Commerce, Accounting, or any other relevant fields.
  • Professional accountancy qualification and knowledge of accounting soft-wares.

Experience

  • 5 to 6 years experience in audits, financial management, reporting, budgeting, and accounting;
  • Experience in working for humanitarian organizations;
  • Experience in budget preparation and control;
  • Experience in working with accounting systems;
  • Experience in delivering project management support;
  • Experience in working with others to develop and manage clear financial strategies and budgets;
  • Experience in narrative and financial reports;
  • Experience in Planning and managing own work with minimum supervision;

Preferred:

  • Red Cross / Red Crescent knowledge and experience;

Knowledge, Skills, and Language

  • Technical knowledge and experience in developing, monitoring, and supervising activity plans, budgets, and financial management

Establishment and enforcement of sound internal controls

  • Technical knowledge and experience in developing, monitoring, and supervising activity plans, budgets, and financial management
  • Strong computer skills (Microsoft Office Package) and user knowledge of financial accounting systems
  • Establishment and enforcement of sound internal controls

Language

  • Fluency in written and spoken English and Amharic - Required
  • Good command of another IFRC official language, French - Preferred
