Management Sciences for Health (MSH) is seeking a Chief of Party (CoP) for a potential five-year USAID/Woreda Health Leadership Development Activity project in Ethiopia, which aims to enhance the leadership, management, and governance (LMG) capacity and practices of the health leaders and managers of the woreda health office and primary health facilities to improve their performance, accountability, and responsiveness.

This position is subject to project award and funding.

OVERALL RESPONSIBILITIES:

The CoP leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects. The CoP shall have the requisite qualifications and experience sufficient to ensure a balance of technical, managerial, and interpersonal skills.

SPECIFIC RESPONSIBILITIES:

  • Provide technical and managerial leadership to the Woreda Health Leadership Development Activity.
  • Lead the development and implementation of program work plans and strategies aligned with the priorities of the Ministry of Health (MoH) at all levels and other relevant government of Ethiopia offices.
  • Collaborate with counterparts, partner organizations, and other USAID projects in work planning, project implementation, and monitoring & evaluation.
  • Ensure that the program achieves the requisite cost share, if it is applicable for the project.

Project Results

  1. Client expectations- Ensure achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client(s) approved Results Framework and Performance Monitoring Plan.
  2. Project Management- Provide effective project management systems within MSH policies, guidelines, and Standard Operating Procedures while ensuring local ownership, appropriateness, and responsiveness.
  3. Relationships- Cultivate and maintain effective dialogue and relationships with project client(s), beneficiaries, partner(s), coworkers, and other local and international stakeholders.
  4. MSH Interests- Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

Vision and Technical Strategy

  1. Develop and execute project’s Results Framework, Performance Monitoring Plan, Technical Strategy, Monitoring and Evaluation (M&E) plan, and annual project work plans as per agreement requirements, approved budget and received obligations, MSH technical frameworks and standards, and Results in Management Systems (RMS) guidelines.

Project Management

  1. Implement a Financial Pipeline Tracking system for effective budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH and donor reporting requirements.
  2. Develop and adapt (as needed) project financial plan in line with contract/agreement budget and received obligations, technical strategy, work plan, and reporting requirements.
  3. Ensure agreement implementation in compliance with agreement clauses, MSH and donor policies, regulations and Standard Operating Procedures (SOPs).
  4. Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
  5. Manage human resources in accordance with MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching, and career development support.

Documentation and Communication

  1. Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.
  2. Ensure quarterly submission of project documentation to MSH’s central Institutional Memory System (IMS).
  3. Client(s) and other Stakeholder(s) Relationships
  4. Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners. Provide effective and timely responses to inquiries and concerns.

Job Requirement

  • An advanced degree at the Master’s level or above in social science, public health, or other relevant area is required. A Ph.D., DrPH, and/or MD degree would be advantageous.
  • At least 10-15 years of progressively increasing responsibility in managing USG development assistance and health programs of similar scope or size.
  • Ten or more years of experience as a project director managing LMG focused projects or health system programs that contained a major component around leadership, management, and/or governance.
  • Demonstrated experience designing and delivering LMG approaches to improve the management and performance of primary care services and systems, integrating LMG approaches with other HSS efforts such as UHC, health financing, or HRH, and institutionalizing LMG approaches so they are sustained post-program. Such experience at the district and facility levels in Ethiopia would be an advantage.
  • A proven track record of introducing innovations and improving the performance and results of existing leadership development programs for health management and service delivery teams in decentralized contexts.
  • Demonstrated leadership skills in working and collaborating with other donors, host country institutions, and international organizations.
  • Excellent negotiation skills with senior government officials or executives.
  • Relevant supervisory experience of professional (technical) staff and a track record of managing results.
  • Documented experience working with host government institutions and providing the level of technical assistance that is required for a program of this level.
  • Working knowledge of and experience with USAID project management, policies, regulations, grant management, and administrative procedures.
  • Proven record of aligning diverse, multi-level teams with project mission and vision.
  • Track record of a strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Excellent organizational, analytical, oral, and written communication skills.
  • Experience working in Ethiopia is required.
  • Fluency in English and Amharic is required.
