Program Quality, Impact and Learning Officer

Reports to: Program Quality, Impact and Learning Coordinator with functional matrix to SPA II Program Manager

Duty base: Addis Ababa with 60-70 % of travel to Operation woredas

Duration: Two Years with possibility of extension

Job Summary:

  • Leads and coordinates the development and implementation of the SPAII program and MEA framework as per the Theory of Change and country program document; Streamline and adopt digital M&E, and Programme Quality framework, assessment systems and tools against the SPAII program deliverables across the program years at HO and LRPs and make sure the reporting system enables to track progress and gauging outcome/impacts and program quality, integration and coherence, alignment with AAE’s M&E framework; Ensures effective monitoring and evaluation of the projects and Leads and develops a framework for learning, documentation and sharing with the support of PQILC, SPAII Program Manager, and SPAII program officers and Communication coordinator

Key Activities:

  • Supports the development of young people’s friendly and accessible systems and frameworks for Programme Quality and impact assessment to ensure coherence, functional delivery
  • Facilitates periodic review and evaluations from TOR development to the completion of review and evaluation reports as per the SPAII program procedures.
  • Coordinate and lead with the support of Program Manger in providing guidance and consolidation of annual plans & reports, quarter reports, and program re-designing 
  • Facilitates and support for outcomes/impacts at various levels are aligned with the anticipated changes stated in the Program objectives and AAE’s strategic objectives.
  • Prepares programme reporting system that enables track periodical progress and output /impact for program team purposes and data/information consolidation for different reporting requirements including monthly and quarter reporting.
  • Participates in the development of programs and projects to ensure that appropriate and adequate Programme Quality, monitoring, and evaluation elements are adequately incorporated
  • Leads and facilitate organizing midyear and annual PRRPs from local to national level
  • Lead documentation of best practices and share for learning and scaling up
  • Documents learning from community level and national level partners and maintaining a clear data through the development of appropriate tools in consultation with key teams
  • Lead and facilitate evaluations/reviews; baseline, mid-term, end-term etc. reviews/evaluations in consultation with key teams and donor compliance unit and project manager
  • Lead and support field monitoring visits and following up actions in respective roles
  • Ensures documentation and also focus on the institutional and financial sustainability of CBOs
  • Ensure the HRBA and intersectional feminist analysis and ALPIS are well consulted in the SPAII program delivery at national and LRPs level where issues of young people, women and marginalized groups are well incorporated in the M&E framework and reports and that power shift is properly gauged.
  • Ensures gendered data is generated, analyzed and interpreted to feed in the SPAII program delivery excellence and building the country program as well.  

Job Requirements

  • Bachelor's degree in economics, development ,sociology  or other related felids and minimum of fours years practical experience in MEAL and Program quality including digital MEAL systems and agile and adaptive to comply with new and innovative, MEAL system.. Experience in Knowledge management , learning and documentation, Previous experience Working on youth projects is preferred
