Position Summary:

DT Global seeks a dynamic chief of party for an anticipated 5-year, $25-50 million urban water and sanitation activity financed by the U.S. Agency for International Development (USAID). This activity will support accelerated access to WASH services in urban and peri-urban areas through four complementary objectives:

  1. Strengthen Government of Ethiopia urban WASH planning, budgeting, and service delivery oversight
  2. Strengthen the operationalization of an independent regulator
  3. Enable and professionalize public and private WASH service providers
  4. Extend WASH services to poor and marginalized households

The chief of party will lead the overall implementation of the program and its cross-cutting activities.

Primary Responsibilities:

  • Develop and be accountable for the successful implementation of the program’s work plan, ensuring all components and resources work in concert to achieve expected outcomes
  • Monitor activity performance and quality, identify areas for improvement, and negotiate and execute changes necessary to ensure successful program outcomes
  • Manage the day-to-day relationship with USAID and activity stakeholders including the Government of Ethiopia, city and local governments, utilities, subcontractors, grantees, and private sector partners
  • Supervise, support, and develop the skills and capabilities of a team of senior technical managers, administrative managers, and cross-cutting experts

Education & Qualifications:

  • Extensive background designing and managing large, complex donor-funded programs, preferably as a chief of party or deputy chief of party for USAID-funded activities**
  • Record of designing and leading successful programs in water and sanitation, public infrastructure, utility reform, or water resources management in low-resource, international contexts, preferably in Ethiopia or Eastern Africa**
  • Robust supervisory experience as a manager of managers leading senior technical managers, finance and administration managers, and cross-cutting experts**
  • Advanced degree in a relevant field, such as international development, business or public administration, public policy, global health, urban planning, or engineering**
  • Professional fluency in written and spoken English**
