Job Description

Background

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, protection and livelihoods support for returning migrants or those at-risk of migration.

Purpose of the consultancy

The purpose of the consultancy is to identify inputs to design livelihoods interventions and livelihoods implementation strategy in urban refugee setting.

General Objective

Identify the most relevant livelihoods intervention and approach that are implemented in the urban refugee setting.

Specific objectives

  • Identify socio economy status of refugee community in Addis Ababa city
  • Identifying service and employment opportunity providers related to the refugee community
  • Identify and recommend most effective approach and design of livelihoods intervention in urban refugee context

Scope of the consultancy

The consultant is expected to identify potential areas of livelihoods intervention, potential employers, training providers, access to financial service and recommend most effective implementation strategy for the interventions. 

The consultant is expected to work in collaboration with the Economic recovery team in Addis Ababa in particular with the Economic Recovery coordinator and Economic Recovery officer and expected to engage key partners throughout the process. 

Key deliverables / outputs 

The expected outputs/ deliverables will be the following;

Output 1– Identify socio-economic factors of the refugee community in Addis Ababa

 Identify the socio-economic factors of the refugee community Addis Ababa. The analysis should be able to indicate the socio economic of newly-displaced Eritrean refugees the refugee communities in Addis Ababa by defining the relation of the social factor with the access to different livelihoods interventions and services.

Output 2-  Mapping of available livelihoods support and service providers

Develop detailed lists and maps of service providers like FSP, training centres, employing organizations etc in Addis Ababa, define the level of access that the refugees have to the services, identify challenges to access the services and recommended possible approach and means to access the services.    

Output 3: detailed design of the livelihood’s activities, to ensure the most effective and efficient use of resources.

The consultant is expected to identify feasible livelihood interventions, approaching and implementing modality through analysis of market-based livelihoods and environmental analysis. The analysis should include the potential feasible lists of interventions, areas of trainings needs, potential linkage with service providers etc.

Duration

The consultancy is expected to last for one-month period starting from the date March 15 – April 15, 2022. The consultancy will be based in Addis Ababa, Ethiopia.

Reporting line

The Consultant will report directly to DRC Economic Recovery coordinator based in Addis Ababa. Responsibility for the consultant’s work lies with the consultant. The consultant will work closely with the Emergency team, economic recovery coordinator and Economic recovery officer based in Addis Ababa.

Proven records:

  • Experience in conducting livelihoods assessment in the urban refugee setting
  • Experience in identifying market-based intervention in the urban refugee setting
  • Experience in developing tools and implementation modality for livelihoods interventions 
  • Experience in working with international organizations

Educational background relevant to the consultancy:-------------------15%

  •  Academic qualifications in areas relevant to the consultancy economics, urban development, business management and related field of study
