Duration of contract: Indefinite based on performance and availability of funds

We are looking for a Monitoring, Evaluation and Learning Officer for a Smart Start Scaleup program called RISE (Roadmap to Integrate Smart Start in Ethiopia) whose primary aim is to liaison the community & facility-level program data collection, aggregation, data analysis & reporting. Ensure that the data collection & reporting at each level is standard quality dimensions and promote data use culture at district, facility & community level structure. Furthermore, facilitating the community-level Adaptive Implantation and learning pieces including site-level Insight gathering based on the program demands.

Key Result Areas:

  • Ensure community & district-level data collection, aggregation, data analysis & reporting
  • Closely work with Regional MEL Specialist & district level team on Adaptive Implementation & program data related
  • Ensure the program data is fulfilled the required data quality dimensions before reporting to the next level.
  • Ensure program data is used at community, facility & district level for program improvement, course correction & adaptive implementation
  • Works across 3/4 woredas

Your contribution

  • Coordinate community, facility & district-level data collection, aggregation, cleaning, analysis & reporting
  • Support the health extension workers and district level program team on data management, data quality, reporting and data use for decision making
  • Facilitate community, Facility & district level Insight Gathering for Adaptive Implementation, Program Improvement, and Learning.
  • Jointly engage & conduct a tailored Joint supportive supervision to HEWs & community level program team
  • Develop and maintain a good relationship with woreda level Performance Monitoring team (PMT) and organize periodic meetings for data quality & strengthen data use culture at each level
  • Participate in woreda level Performance review meetings and supportive supervision activities
  • Provide mentoring, capacity building, and follow-up support to Health Extension workers on Government data management tools.
  • Work collaboratively with other project team members to ensure necessary project planning, and management activities function smoothly and efficiently.
  • Provide technical support to health post and catchment Health Center in strengthening overall Data Management System, Data Quality, Documentation, Reporting & Data use for program Improvement.
  • Effectively communicate the status, value, and importance of data collection to staff participating on data collection and reporting at every level.
  • Implementing PSI data privacy policies and complying with data protection regulations.
  • Prepare quality assurance operational plan and report periodically the implemented activities
  • Generate insight into the experience of married adolescent girls to track whether they are getting quality service or not.
  • Ensure on-time report for the Adverse Events that happened in the RISE operating sites as per the PSIE guideline.
  • Keeping data of training supplies and training materials up to date and regularly report to supervisor(s)

Job Requirements

What are we looking for?

The basics

  • Bachelor’s degree in public health, Statistics, Population Studies, Economics, or related fields with Three (3) years of demonstrated M&E experience in the Ethiopian Primary Health Care system
  • Well versed in MOH’s HMIS system (its current status, the road map, opportunities as well as challenges)

What it takes to succeed

  • Knowledge of the context: knowhow and experience to work with the Regional Health system on HMIS, DHIS 2, and CHIS system. 
  • A self-starter: You have the ability to work independently with minimal supervision; you are someone who is proactive in looking for new opportunities.
  • Consistent and determined: generating credible, accurate, and timely data using the existing government system will be challenging until the team at different levels buys in the objectives of RISE. Someone who is determined and always looks at the bigger picture regardless of the challenges on the daily basis is needed. 
  • Eager and Passionate to serve young people: RISE is for and with young people in general and married adolescent girls/couples in particular. The evidence you will be working with is the voices of the young people. 
  • Communicator: who has excellent interpersonal and written communication skills; able to analyze and present data in a way it is easy to understand to different audiences. 
  • Evidence-based decision Maker: capable to interpret both qualitative and quantitative data, transforming it into compelling communication material to influence both mindsets and skill sets as a system is all about infrastructure as well as people. 
  • Flexible: who is capable to see other alternatives when trials/attempts fail; someone with a strong conviction that CHANGE is possible!

What would get us excited?

  • Proven experience of working with pastoralist context.  
  • Experience on M & E of adolescents and youth-focused SRHR/Family Planning programs. 
  • Experience in conducting training on MEL systems and procedures, particularly of Gov’t MOH’s.
  • Able to work within a very innovative and dynamic type of program.
  • Computer and data management skills using different statistical software. 
  • Experience with qualitative and quantitative data collection and analysis methodologies required.
  • Experience in working with different partners & Reginal gov’t systems
  • Knowledge and demonstrated experience of DHIS2 system previous experience or knowledge with mobile data collection tools such as Open Data Kit (ODK).
  • Good time management and organizational skills
  • Excellent interpersonal skills and good team spirit.  
  • Willingness to travel up to 50% of the time away from the base location. 
  • Ability to follow deadlines, accuracy, and attention to detail without compromising quality.
