Mission

 Reports to: Regional Logistics Manager

 The supply chain assistant's mission is to manage procurements and the equipment necessary and to support Supply Chain Officer for the smooth-running of the program in compliance with Handicap International's internal regulations.

RESPONSIBILITIES

Responsibility: Implementing management of the procurement chain

Aim: To cover the program's needs for materials, equipment and services

Benchmarks: compliance with supply management procedures, security of supply; quality of purchases/invitation to tender; quality of the transport of merchandise; quality of stock management; regularity and pertinence of updates to the supplier data base, quality of the monitoring of Purchase and Service Requests; project team’s satisfaction with the management of purchases

Responsibility: Managing technical equipment

Aim: To participate to provide sufficient means for the smooth-running of the program

Benchmarks: computer equipment and software adapted to the program's needs; data security (back-ups); rate of servicing of computers and equipment in general; existence of equipment management procedures

Responsibility: Assure the tasks of liaison officer in your area of activity

  • Support the custom clearance for imported goods.
  • Handle important liaison activities/administrative job upon the request of Logistics Manager.
  • Responsibility: Provide logistical support in case of need
  • Follow on constructions/services done or contracted by the program managed from Addis Ababa
  • Replace field logistics and/or Supply officers whenever there is a need.

Responsibility: Coordinate/monitor the following tasks at the program level

  • Monitor and compile the purchase monitoring done by different logistics officers and by delegation send it to Supply Officer.
  • Field visits should be scheduled upon request or/and needs.
  • This is to list as exhaustive as possible the duties related to this job. Nevertheless, the employee is expected to be flexible according to programs needs and to accept extra-duties, temporarily or permanently, in respect of working hours and workload.

Job Requirements

Required education and experiences

  • Diploma or First degree in Logistics Management, Supply Chain Management, Business Management, Economics and other related fields 
  • Minimum of 2 years of relevant, full-time work experience in Supply/Procurement operation 
  • Experience working in the development field, preferably in NGOs, with donor-funded projects
  • Attention to deadlines and detail-oriented, particularly with regard to operational service agreements, contracts, and other related legal documents
  • Team player, and able to work independently
  • Personal skills
  • Management Skills: influencing skills; Effective mentoring and motivational skills; Problem-solving orientation
  • Work Values: Fair with impeccable integrity; Attention to and consistent achievement of deadlines
