TEAM PURPOSE:

Oxfam has been intervening in Gambella Region since 2014 and its main areas of intervention are the WASH program with the integration of gender, protection and safeguarding. In response to the call for expression of interest by UNHCR/RRS Oxfam has been selected to implement and lead the WASH activities in the entire Gambella 7 refugee camps Including the Pagak reception centre, therefore, the profession pursues and ensure the delivery of basic WASH services which meets an international standard.

JOB PURPOSE:

The camp Coordinator will lead, manage and effectively deliver Oxfam’s overall WASH response to South Sudanese refugees in the Gambella region of Ethiopia. To provide high-quality technical support and quality control in management, design, implementation, monitoring and evaluation of Oxfam’s South Sudan Refugee response programme in Gambella.

Maintain and improve established systems & structures required for the effective timely implementation of quality water, sanitation and hygiene promotion component of the programme. He/she will manage the programme, financial, HR and logistics with good people management skills having a good understanding of team development

Program Technical

• With the support of the Refugee response, programme Manager and WASH coordinator the Camp WASH TL will Lead, manage and effectively deliver Oxfam’s overall WASH response to South Sudanese refugees in the assigned camp satellite office in Gambella region of Ethiopia.
• Provide high-quality technical support and quality control in management, design, implementation, monitoring and evaluation of Oxfam’s South Sudan Refugee response programme in Gambella.
• Maintain and improve established systems & structures required for the effective timely implementation of quality water, sanitation and hygiene promotion component of the programme.
• Ensure overall WASH response (design and implementation) strongly factor in gender, protection and accessibility dimension and promote empowerment of women and men beneficiaries. 
• Under the strategic guidance of the Refugee response programme manager, undertakes overall technical support of the WASH component of the South Sudanese refugee response programme in line with the response strategy.
• Provide professional and technical support to the WASH team (including partners) elements of Public Health Engineering and Public Health Promotion for programme planning and implementation.
• Ensure appropriate design, construction and implementation of WASH hardware is undertaken according to technical standards (SPHERE, Oxfam WASH Minimum standards).
• Promote community mobilization and ensure participatory approaches (community engagement) in project design and implementation.
• Carry out or lead assessments for effective planning and implementation of WASH projects for Gambella south Sudanese refugee response programme.
• Undertake and document quality control and of all WASH activities – in the assigned camp locations and other project implementation sites as required, identify challenges, solutions and implement quality improvement plans.
• Contribute to ensuring that all works are carried out in a way that is sensitive to community needs and gender and protection issues. In particular, to promote the full and equal participation of women in all aspects of the work.
• Contribute to the development of donor reports and funding proposals.
• Liaise and coordinate with technical counterparts RRS, UNHCR, UNICEF and relevant authorities on the project follow-up and monitoring.
• Ensure project result indicator monthly progress tracking and quality assurance of WASH indicators reporting.
• Undertake other responsibilities as assigned by the line manager.

Technical Leadership

•  Technical assessment of the existing and WASH infrastructures in the camps and provide recommendations and lead implementation for improvement.
• With the support of the PHE /PHP Team Carry out innovative and inclusive design, BOQs & community-led construction of durable sanitation at household, community & institutions (e.g., schools, health posts etc) level in consultation with the women & men beneficiaries, other partners; Consideration of context and cultural aspect and active engagement of beneficiaries will be key. 
• Ensure robust planning and implementation of community-based PHP strategies and interventions with strong gender and protection considerations. 
• To ensure effective integration of Public Health Engineering (PHE) and Public Health Promotion (PHP) in all WASH interventions.
• Raise and follow up on RO, conduct equipment and materials inspections and ensure timely supply of materials to the site.
• Develop and maintain tools to monitor project progress, financial commitments and expenditures against budgets as necessary.
• Maintain budget plans & monitor spending for allocated all project budgets
• Monitor utilization of inventories and work closely with others on effective and efficient use of resources and old grants.

Team Management and Capacity Building

•  To lead and assist a team of national PHE and PHP professionals towards effective delivery of integrated WASH; this will include supporting recruitment, writing of job descriptions, work schedules, training plans and appraisals.
• Build the capacity of Oxfam staff and partners through mentoring and coaching, on the job supervision and informal and formal training. Contribute to the joint facilitation of inter-agency training initiatives where appropriate.
• To design, plan, implement and monitor the work; accountability and transparency are addressed.

 Programme learning and reporting

•  Monitor and report regularly on progress and ensure that programme indicators related to all public health activities are set, measured and used effectively
• Act as Camp based WASH focal point for liaison between the MEAL, Gender & Protection and WASH teams and ensure integration of MEAL and Gender-sensitive activities in the WASH programme.
• Document and disseminate good practice examples from programme development and implementation.

Coordination and representation

• Represent Oxfam in technical & camp coordination meetings such as the WASH Cluster, and with other technical agencies including government authorities, local, national and international NGOs and UN agencies.
• Share good practice examples from Oxfam WASH programmes both internally and externally such as at inter-agency coordination meetings and contribute to Oxfam’s influencing efforts.
• Take full charge and responsibilities of managing Camp office and overall programme with the support of the Programme Manager and camp coordinator.
• Contributing to programme quality standards
• Ensure that wherever possible an empowering approach to working with communities is employed.
• Ensure that work aims to meet UNHCR and Sphere Standards and adheres to Oxfam’s emergency guidelines and protocols (Core Humanitarian Standards).
• Ensure that all work is carried out in a way that is sensitive to community needs and gender, protection and accessibility issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam’s Programme is an opportunity for peacebuilding, rather than community division.
• Contribute to programme reviews and evaluations where appropriate.

Staff Management and Development

• Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
• Supervise and mentor staff, including communicating clear expectations, and in partnership with the direct line supervisor, setting performance objectives, providing regular and timely performance feedback, and contributing to the annual performance reviews( Let’s talk)
• Provide constructive feedback and counsel on appropriate career paths and professional development.
• Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage

Staff Safety and security

• Act as security focal point in the assigned camp areas liaise with the RRS and UNDSS to adhere to S&S protocols, remain alert on security issues update the camp-based staff.
• In consultation with Refugee Response Programme Manager and safety coordinator, ensure effective mitigation recommendations are made to avert risks, threats and vulnerability
• Timely updating and reporting of incidents to the field office management and security focal point.
• Updated safety protocols are understood and followed by staff members, and all necessary security actions are being taken.
• Clear communication to the team on incidents
• Liaison with security stakeholders in areas of operation like RRS, UNDSSL

Experience, Knowledge & Competencies

Essential

• MSc or BSc degree in Public Health Engineering, Public Health Promotion, Civil Engineering, Water Resource Engineering, Environmental or Public Health or any related discipline with an excellent technical understanding and demonstrated experience on WASH.
• Minimum of 7+ years of relevant working experience in WASH and humanitarian work with 2 years in WASH Team leader or Camp Manager position at field/camp level, preferably within an INGO or UN.
• Demonstrated experience in managing WASH programs with large budgets and teams.
• Excellent understanding and demonstrated experience in implementing integrated PHE and PHP strategies and interventions. 
• A broad set of management skills (program, financial, HR and logistics including excellent people management skills with a good understanding of team development.
• Demonstrated experience of integrating MEAL, gender, protection and accessibility (inclusive) into emergency response programs and longer-term strategies.
• Demonstrated experience of working with UN clusters, local authorities and implementing I/NGO partners.
• Ability to manage the program and support functions to ensure smooth operations and project implementation.
• Proven experience in security management, particularly in monitoring and assessing situations
• A high level of interpersonal, communications and representational skills
• Excellent command of the English language and knowledge of the local language is an asset.

Desirable
