Job Description

Lutheran World Federation (LWF/WS – Ethiopia) is a registered foreign charity which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF is currently looking and invites qualified candidates to apply for the Project Team Leader.

Position Description

The Project Team Leader is responsible for overall planning and coordination of LWF/WS projects in Chinaksen Woreda of East Hararghe Zone in the Oromia Region and Tuluguled Woredas of Fafan Zone in the Somali Region. The incumbent is responsible for the quality and effectiveness of LWF’s emergency response and has overall responsibility for the security and wellbeing of staffs in the project area. He/she reports directly to the East Ethiopia Regional Program Coordinator based in Jijiga Town.

 Location: Chinaksen Woreda of East Hararghe Zone in the Oromia Region and Tuluguled Woredas of Fafan Zone in the Somali Region

Specific duties and responsibilities

Leadership:

  • Provides overall leadership to the LWF emergency projects activities in IDP Camps where LWF implements activities in Chinaksen Woreda of East Hararghe Zone in the Oromia Region and Tuluguled Woredas of Fafan Zone in the Somali Region and work closely with the Woreda Administration and relevant line offices to ensure mutual accountability;
  • Promotes, implements and upholds the vision, mission, core values and relevant objectives of the LWF country strategy;
  • Facilitates and actively seeks to sharpen the profile of LWF as an international humanitarian organization through continuously striving to improve the quality of the program according to LWF’s empowerment, rights-based and integrated approach;
  •  Promotes and facilitates the establishment and strengthening of local networks relevant to the LWF strategy for the Eastern region;

Program:

  • Plans, implements and monitors environmentally sound projects in accordance with LWF’s Guiding Principles for Sustainable Development, other relevant LWF polices and guidelines and internationally agreed standards;
  • Mainstreams gender and implements gender sensitivity in the Program;
  • Promotes accountability, especially to the disaster affected population, in the LWF emergency responses.
  • Together with the Eastern Region management team, he/she is responsible for the planning, supervision, implementation, monitoring, documentation and administration of the LWF emergency program in accordance with LWF policies, priorities, procedures and guidelines;
  • Ensures management systems in the program is strengthened for the smooth implementation of LWF programmatic work and facilitate learning and capacity building in the program;
  • Undertakes regular monitoring of projects at sites in the Woredas;
  • Makes proposals to Eastern Region Management Team in the projects, including new opportunities for service, program changes to better meet needs;
  • Ensures proper implementation of the protection project in the two woredas of Chianksen and Tuluguled;
  • Ensures the timely, accurate and relevant reports are submitted according to agreements.

Human Resources:

  • Supervises and facilitates all activities related to Program, Finance and Admin, Logistics and HR at project level;
  • Ensures that new staff are provided with thorough orientation to the LWF’s priorities and guiding principles as a humanitarian organization, the LWF field program and the project to which they are assigned;
  • Develops staffing plans and in accordance with LWF policies and procedures, supervises all LWF program personnel;
  • Monitors and share security information with Eastern Region Program Coordinator, develop and employ a security plan for all levels of field staff and visitors to the project area;
  • Ensures that recruitment is gender-sensitive with the goal of gender balance within the staff, both in terms of numbers and levels of responsibility;
  • Ensures that the skills of project staffs are developed and utilized to the fullest extent possible for the furtherance of the program.

 Fundraising and Finance:

  • Supervise the implementation of approved projects within the agreed budgets and subject to the availability of funds and ensures timely reporting;
  • Ensures close and complementary working relations between the finance and program units;
  • Ensures efficient financial management of the program activities and administration, and ensures that the financial transactions are conducted in accordance with the relevant LWF/WS priorities and procedures;
  • Actively engages in negotiations with relevant government departments, UN agencies and other potential additional funding sources in order to maximize local fund raising;
  • Identify project funding opportunities and prepare funding proposals in line with the LWF emergency response in the project area. 

Relations:

  • Maintains a close and consultative working relationship with appropriate local level partners in the project area through frequent informal contact, coordination and collaboration;
  • Maintains the requisite consultative relationships with the relevant governmental departments and local community institutions at Woreda level in rendering assistance related to the program objectives;
  • Facilitates LWFs active participation in sector and inter agency coordination meetings at the local level.
  • Fulfills any other such duties as may be assigned by the Regional Coordinator for Eastern Region. 

Job Requirements

Qualification and Experience: 

  • Master's or Bachelor's degree in Development Studies, Economics, Social Science, or other related fields of study; 2 year for Masters and 5 years for BSc holders with practical experience in emergency, disaster risk reduction or development program management, including networking, resource mobilization and utilization preferably in international organization and out of which at least three years in management role. 
  • Experience of working in the humanitarian and development sector.
  • Experience of working with/supporting local partners, and working with community volunteers and committees
  • Experience in designing and implementing food assistance activities.
  • An understanding and sensitivity to conflict, poverty, rights-based approach gender and diversity issues, and Do No Harm principle.
  • Ability to work in a team and independently with no or minimal supervision.
  • Good oral and written communication skills in English and Amharic.
  • Flexibility, stamina and ability to work under pressure and beyond regular working hours if necessary.
  • Willingness to work in insecure environments and a high level of adaptability and initiative.
  • Willingness and fitness to travel and stay in the field for sustained periods of time.
  • Knowledge and skills in computer usage.

Key skills/competencies required:

  • Strong interpersonal skills and ability to represent the organization in official meetings at various level;
  • Ability to work in an organized and responsive manner under pressure on occasion in a highly stressful environment;
  • Conversant in strategic management, project cycle management, fund raising and knowledge management;
  • Good knowledge of financial and human resource management;
  • High integrity, self-driven and able to set own work schedule with rigorous deadlines;
  • Ability to initiate and complete assignments and to work under demanding circumstances with minimal supervision;
  • Strong organization, supervisory, problem-solving, interpersonal, communication as well as team building and negotiation skills;
  • Result oriented, excellent team player and decision making skills;
  • Fluency in written and spoken English;
