Job Description

Lutheran World Federation (LWF/WS – Ethiopia) is a registered foreign charity which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF is currently looking and invites qualified candidates to apply for the Child Protection and GBV Project Officer.

Position Description

The Child Protection and GBV Project Officer will be based in Chinaksen Woreda of East Hararghe Zone in the Oromia Region and Tuluguled Woredas of Fafan Zone in the Somali Region and shall be responsible for planning, implementation and coordination of activities involving Child Protection. He/she will be responsible for enhancing gender mainstreaming and its integration into the humanitarian activities, and work with all relevant government departments, local institutions and stakeholders to ensure gender equality principles and rights are incorporated into all activities. The incumbent will report directly to Project Coordinator while working closely on a daily basis with other sectors of LWF and partners.

The Child Protection and GBV Project Officer shall have the following roles and responsivities:

Duties and Responsibilities

  • Team leader in the design and implementation holistic child rights project in IDP Camps in Chinaksen Woreda of East Hararghe Zone in the Oromia Region and Tuluguled Woredas of Fafan Zone in the Somali Region.
  • Act as a focal person in child protection and GBV for LWF in the IDP Camps.
  • Ensure that unaccompanied and separated children arriving in the IDP camps are identified upon arrival, their social history documented, foster families are identified and the children are successfully fostered.
  • Carry out case management for identified children including referrals.
  • Develop modules for Child Protection training and use it to carry out training for staffs and community structures.
  • Organize mass community awareness campaigns on the rights of children for both duty bearers and right holders. 
  • Develop and disseminate IEC materials on promotion of child rights and prevention of GBV.
  • Carry out material support to UASC, people living with disability and GBV survivours.
  • Ensure provision of GBV/SEA treatment kits for local Health Facilities giving service to the IDPs.
  • Ensure that weekly situation reports, monthly, quarterly, midyear and annual reports that reflect the impact of child protection and GBV project and meet donor requirements and standards are written and submitted
  • Write concept papers, feature stories and document child rights project milestones in the IDP Camp.
  • In collaboration with other agencies facilitate tracing and reunification of unaccompanied and separated children with their relatives.
  • Ensure timely implementation of gender activities in the of projects/program.
  • Ensure that minimum standards on gender mainstreaming is achieved in all project activities.
  • Facilitate and support gender analyses and other related technical assessments on gender in relation to the project and LWF plans.
  •  Ensure that project activities are carried out with cultural sensitivity while promoting gender equality and inclusion of all vulnerable groups in the project area.
  • Coordinate with other partners and government departments to ensure participation of women, men, girls, and boys in LWF activities.
  • Organize and facilitate capacity building for key stakeholders and create awareness about gender equality and rights among the local community.
  • Ensure that work plans are prepared and submitted in good quality and in timely manner.
  • Ensure that progress reports are submitted in good quality and in timely manner.
  • Maintains regular communication and interaction with government office partners to facilitate and promote learning and information sharing.
  • Establish links and good relationships with relevant government departments, UN agencies and other humanitarian partners in the project area to ensure collaboration and networking
  • Document best practices and compile lessons learnt to ensure documentation, learning and advocacy
  • Participate and adequately represent LWF in gender, PSEA and protection related working groups.
  • Represent LWF in Coordination meetings with Government departments, UN agencies and other humanitarian partners to ensure Gender issues are captured.
  • Plan and manage the project budget and maintain expenditures according to the plan. 

Job Requirements

Required qualification and Work Experience:  

  • Masters of Bachelor Degree in Law, Sociology, Social Work, Psychology or other related fields and Minimum of 5 years relevant experience for Bachelor degree and 3 year for Master’s Degree holder.

 Key competencies:

  • Strong communication skill in English (written and oral)
  • Ability to interact with people
  • Experience in the areas of protection including GBV, child protection and psychosocial support
  • Interested to work under pressure and in harsh environment
  • Previous related experience in NGO setup is an advantage

The consultant will facilitate discussions, group work, and role-play exercises to encourage dialogue, identify friction points, and propose practical solutions. Following the forum, the consultant is expected to prepare a concise report summarizing key outcomes, recommendations, and agreed next steps, as well as a draft SOP/Code of Conduct reflecting the contributions of participants.

Scope of Work The selected trainer will be responsible for designing and delivering a two-day capacity-building training for lawyers engaged in media and freedom of expression work in Ethiopia.
